Chief Maxwell, a Lake County native, moved to Santa Rosa as a young man and worked as a teamster for a local hauling and storage firm. He joined the Police Department in January 1931, under Chief Charles B. O’Neal.
Chief Maxwell was promoted to sergeant in 1935 and made captain in 1937. He was appointed as Chief in February 1939, and remained in that position until June 1940. He continued to serve the community until his retirement in January 1959.
