Consistent with State laws outlined in the Adult Use of Marijuana Act (Prop 64) and the Medical Cannabis Regulation and Safety Act (MCRSA), the City of Santa Rosa allows the personal cultivation of cannabis.

Specifically, outdoor, mixed light (greenhouse) and indoor personal cultivation is allowed based on the following limitations:

Allowable Quantity / Square Footage

Medical Use

  • Qualified patients may cultivate up to 100 sq. ft. of aggregate vegetative area on a single premises for personal medical use only.
  • Primary caregivers may cultivate up to 500 sq. ft. of aggregate vegetative area on a single premises for up to five qualified patients.

Non-Medical Use (per Adult Use of Marijuana Act, Prop 64)

  • Persons 21 years and older may cultivate up to six cannabis plants and possess the cannabis produced by the plants.
  • No more than six plants per private residence regardless of number of adults.

Smoking Ordinance

Personal use of cannabis must comply with the City Smoking Ordinance 

Commercial Cannabis Activity:

Complaints / Code Enforcement:

The Code Enforcement Division is responsible for assuring the adopted City Zoning and Building Codes are implemented on private property to address general health, life, fire and safety issues facing residents. Response to complaints is based on priority.
