Meet Kathy Millison

Kathy Millison has dedicated her career to local government management for more than 33 years and most recently served in Clovis, CA for more than 19 years as City Manager and for 8 years as Assistant City Manager.  Prior to her appointment in Clovis, she worked in local government administration, labor relations, economic development, public works/capital projects, environmental review and land use planning for communities in Washington and Oregon. 

Ms. Millison developed and directed a community growth management program in Clovis during a period in which the city grew from 32,000 to the current population of 96,000.  Significant accomplishments include working with the community to create a general plan to guide community growth through 2035 in such a way to create new neighborhoods and community centers that support the continued economic vitality of the urban core and promote active living with neighborhood parks and schools linked by trails, bikeways, and transit corridors.  A 15-year public facility program was delivered that included 3 fire stations; maintenance and operations facility; police and fire headquarters; high speed fiber optic network for traffic signal synchronization and government and schools connectivity; high speed wireless, encrypted network for public safety use; public wifi zone; microfiltration potable water treatment plant; advanced tertiary wastewater treatment plant and recycled water system covering 40% of city; reclamation of city landfill; and development of two public-private venture business parks.  She has also developed partnerships with non-profit organizations to develop and support community amenities through private fund-raising for the animal adoption center, botanical garden, public art, wildlife rescue and rehabilitation, community theater, youth leadership and parks/recreation programs and equipment.  She initiated a community effort to transform the local economy and city to become a place that supports the needs of business innovators and entrepreneurs to encourage the growth of knowledge-based business.                                                              

Ms. Millison is a graduate of Michigan State University with a bachelor’s degree in biological sciences and worked for the Institute for Water Research for several years upon graduation.  She has taken post-graduate studies in public administration, organizational development and political science at California State University, Fresno; ethics for public administrators at the Josephson Institute of Ethics, Los Angeles; and strategic management of public organizations at University of California, Berkeley.  She is also a 30-year member of the International City/County Management Association and frequently serves as a mentor to young professionals seeking a public service career.

Ms. Millison is active in professional and community-based organizations.   She is the Board Chair of the California Association of Local Economic Development, Board of Directors of the Institute for Local Government, Past-President of the City Manager’s Department of the League of California Cities, Board of Directors of the Foundation for Clovis Schools, and Board of Directors of Fresno County Economic Development Corporation.  In recent years, Ms. Millison has received numerous regional awards and recognitions for her demonstration of leadership, sound business practice and integrity in public service. 

Ms. Millison and her husband Richard enjoy active recreation and traveling especially to Seattle and Anchorage to visit their three daughters, grandchildren and recent addition of great-grandchildren.
