City Manager Kathy Millison announced today the appointment of Jennifer Phillips as the Santa Rosa Assistant City Manager.   Phillips will fill the position that was held on an interim basis by Patricia Thompson, retired Napa city manager, since October 2010.  This appointment is effective March 28, 2011.
