RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA ESTABLISHING A PROJECT ENTITLED "LAGUNA SUBREGIONAL WASTEWATER TREATMENT PLANT - INFLUENT PUMP STATION MODIFICATIONS", AWARDING A SOLE-SOURCE PURCHASE ORDER TO INGERSOLL-DRESSER PUMP, AND AMENDING THE EXISTING DESIGN CONTRACT WITH CH2M HILL TO PROVIDE ADDITIONAL ENGINEERING SERVICES
WHEREAS, the Laguna Subregional Wastewater Treatment Plant Upgrade Project was initiated in 1993 to upgrade and expand treatment processes to allow for future General Plan growth requirements of the Subregional partners; and
WHEREAS, CH2M Hill was selected through an RFP process to provide the design and construction management engineering services for this project; and
WHEREAS, the influent pump station modifications were included in the proposed work but were subsequently put on hold pending completion of the Long-term Wastewater Project EIR; and
WHEREAS, the Long-term Wastewater Project EIR was certified in June 1997 and included evaluation of the environmental impacts of constructing the influent pump station modifications; and
WHEREAS, a sole-source purchase order has been negotiated with Ingersoll-Dresser Pump to supply two new influent pumps and to rebuild four existing pumps; and
WHEREAS, the sole-source purchase is cost-effective when compared with purchasing six new pumps; and
WHEREAS, the original fee for design services associated with the modifications is insufficient because of time delays, additional bid document preparation, and additional equipment replacement needs and requires $30,000 in additional funding to complete; and
WHEREAS, the 1990 Wastewater Revenue Bond Issue contains funds to complete this work.
NOW, THEREFORE, IT IS RESOLVED, that the Council of the City of Santa Rosa directs the Director of Administrative Services to establish a project entitled "Laguna Subregional Wastewater Treatment Plant - Influent Pump Station Modifications" with a budget of $750,000, the source of funds to be from the 1990 Wastewater Revenue Bond Funds, specifically, all remaining available funds from Account No. 8614 which is approximately $650,000 with the remaining funds to be from the Unappropriated Reserves of the 1990 Wastewater Revenue Bond Issue.
IT IS FURTHER RESOLVED that the Council awards a purchase order contract to Ingersoll-Dresser Pump to supply two new influent pumps and to rebuild four existing pumps in a total amount of $699,499.00.
IT IS FURTHER RESOLVED that the Council amend the existing design contract with CH2M Hill to complete the construction documents and provide engineering services during the bidding process in a total amount of $30,000.
