9. CONSENT ITEM:
9.1 FISCAL YEAR 2011/2012 BUDGET INCREASE FOR THE ADMINISTRATION OF THE MODERATE REHABILITATION II PROGRAM - 616 B STREET
BACKGROUND: 616 B Street, an 11-unit rental complex owner and operated by Mr. Terry Clark, is subsidized through the Section 8 Moderate Rehabilitation II Program. The Department of Housing and Urban Development (HUD) approves annual funding for the Moderate Rehabilitation II Program based on actual expenditures from the prior fiscal year. In FY 2010/2011, the Moderate Rehabilitation program was under-leased, resulting in an under-spending of contract funds. During FY 2011/2012, all 11 of the Moderate Rehabilitation II program units were leased, which resulted in the budgeted amount being insufficient to pay the monthly Housing Assistance Payments contract (HAP) for the remainder of the fiscal year. A budget increase in the amount of $20,000 will allow the Department of Economic Development and Housing to pay the Housing Assistance Payments through the remainder of the fiscal year. The funds will come from Housing Assistance Payment reserves and Economic Development and Housing will request reimbursement from HUD for the excess expenditures.
RECOMMENDATION: The Department of Economic Development and Housing recommends that the Housing Authority approve, by resolution, a budget increase of $20,000 for the payment of the Section 8 Moderate Rehabilitation II Housing Assistance Payments at 616 B Street, an 11-unit rental complex, through the remainder of Fiscal Year 2011/2012.

11. STUDY SESSIONS:
11.1 REVIEW OF FY 2012/13 PROPOSED HOUSING AUTHORITY BUDGET
BACKGROUND: At this study session the Housing Authority will have an opportunity to review and comment on the department’s proposed FY 2012/13 budget.
11.2 ADMINISTRATIVE EFFICIENCIES AND REVIEW OF DRAFT BOILER PLATE LOAN DOCUMENTSBACKGROUND: Staff will provide the Housing Authority with an update on administrative efficiencies implemented to date during FY 2011/2012, including the completion of draft boiler plate loan documents.
11.3 USER FEE STUDY AND PARTIAL COST RECOVERY PROPOSAL
BACKGROUND: Staff will provide the Housing Authority with the findings of a City-wide User Fee Study and corresponding List of Services for consideration in the administration of the Santa Rosa Housing Trust.
