CALL TO ORDER
Chair Hilberman called the regular meeting of the Design Review Board to order at 2:00 p.m. on this day of Thursday, April 19, 2012.

APPROVAL OF MINUTES – March 15, 2012
MOVED by Board Member Hedgpeth, seconded by Board Member Cook, and carried with the following vote:
- AYES: (5) Hilberman, Hedgpeth, Anderson, Cook, Hale
- NOES: (0)
- ABSTENTIONS: (1) MacNab
- ABSENT: (1) Sunderlage
to approve the regular meeting minutes of March 15, 2012 with revisions.

- Chair Hilberman read aloud the Design Review Board Statement of Purpose to clarify the Board’s purview for the public.

- Boardmember Anderson abstained from Item No. 8 because she is a member of the Fountaingrove club.
- Chair Hilberman abstained from Item No. 8 because his spouse is a member of the Fountaingrove Athletic Club.

PUBLIC HEARING – PRELIMINARY & FINAL DESIGN REVIEW –4110 & 4210 THOMAS LAKE HARRIS DRIVE - APPLICATION FOR PRELIMINARY & FINAL DESIGN REVIEW TO ALLOW DESIGN CHANGES TO THE APPROVED FOUNTAINGROVE LODGE PROJECT INCLUDING REPLACEMENT OF THE “TOWNHOUSE/FLATS” BUILDING WITH A CARE CENTER BUILDING AND CHANGES TO ARCHITECTURAL DETAILS AND MATERIALS FOR OTHER BUILDINGS AND TO THE APPROVED LANDSCAPE PLAN, FILE NO. - Landscape Architect Pete Wurtz gave a presentation.
- Civil Engineer Robert Tyson answered boardmember questions.
- Chair Hilberman opened the public hearing:
- Joanie Frechi, Kawani Circle, re: Oaks, pool fence, natural screening, plant palatte, security, who will live in care center, traffic.
- Kierna Jansen re: poolside plantings, fireplace, main driveway use, commercial vehicles.
- Jim Magnum re: Oaks, property lines, pet park on north side.
- There being no further public comment, Chair Hilberman closed the public hearing.
MOVED by Board Member MacNab, seconded by Board Member Hale, and carried with the following vote:
- AYES: (4) Hedgpeth, Cook, Hale, MacNab
- NOES: (0)
- ABSTENTIONS: (2) Hilberman, Anderson

to adopt and waive the reading of the text of the resolution in item 8 as follows:
RESOLUTION NO. 12-858 ENTITLED: RESOLUTION OF THE DESIGN REVIEW BOARD OF THE CITY OF SANTA ROSA GRANTING PRELIMINARY AND FINAL DESIGN REVIEW APPROVAL FOR FOUNTAINGROVE LODGE, LOCATED AT 4110 & 4210 THOMAS LAKE HARRIS DRIVE, FILE NO. DR11-076 with the following condition:
- No flax or lavender on Thomas Lake Harris Drive.

CONCEPT – TARGE AT CODDINGTOWN – 733/900 CODDINGTOWN CENTER – CONCEPT DESIGN REVIEW FOR AN APPROXIMATELY 144,000 SQ FT TARGET RETAIL STORE AND ASSOCIATED SITE IMPROVEMENTS AND TWO NEW MALL ENTRIES LOCATED AT CODDINGTOWN MALL. FILE NO. DR12-004
- Senior Planner Bill Rose gave the staff report.
- Architect Gerald Navarro gave a presentation.
- Target Representative Kevin Abaugn gave a presentation.
BOARD COMMENTS
- The board is concerned the proposed blade sign element will set a precedent that is outside the Design Guidelines.
- Explore pedestrian access from Range Avenue and Edward Avenue.
- Consider security issues for corridors on east and west sides, especially for after hours.
- The 13 foot sidewalks are encouraged.
- Consider additional site features: benches, tables, bicycle racks, bollard lights.
- Explore landscaping materials to soften screen wall at truck dock.
- Consider solar tubes.

BOARDMEMBER REPORTS: Boardmember Cook announced his resignation from the board effective in the next week.
