NOTICE of SPECIAL MEETING

of the

HOUSING AUTHORITY and REDEVELOPMENT AGENCY

        OF THE CITY OF SANTA ROSA

MONDAY, JANUARY 23, 2012

immediately following the 1:30 P.M. Housing Authority Meeting

 NOTICE IS HEREBY GIVEN that the Housing Authority and Redevelopment Agency of the City of Santa Rosa will hold a Special Meeting on Monday, January 23, 2012 immediately following the 1:30 p.m. Housing Authority Meeting in the Council Chamber, City Hall, 100 Santa Rosa Avenue, Santa Rosa.  The purpose of this meeting is to meet in a joint study session to review AB 1X26, the status of transitioning remaining Agency business to the City Council as a “Successor Agency”, and identify remaining budget estimates for the Housing Authority without low income housing set-aside funding.  The Agenda for the joint meeting is as follows:

1.   CALL TO ORDER AND ROLL CALL 

2.   PUBLIC APPEARANCES:  Except for public hearing agenda items, the public may comment on all other agenda items and on items not on the agenda within the jurisdiction of the Housing Authority during this period.  The public may comment on public hearing agenda items when the hearing is opened.  Each speaker is allowed three minutes.  

3.   JOINT STUDY SESSION WITH HOUSING AUTHORITY and REDEVELOPMENT AGENCY 

3.1   IMPACTS OF AB1X26 AND AB1X27, AND A PROJECTED FY 2012-201 BUDGET FOR THE HOUSING AUTHORITY

BACKGROUND:  The City of Santa Rosa’s Department of Economic Development and Housing (EDH) is the North Bay’s most diverse municipal service department.  As the Bay Area’s 5th largest City and the largest community between the Golden Gate Bridge and Portland, Oregon, Santa Rosa has organized a wide variety of programs, projects, and services under the umbrella of Economic Development and Housing.  

Most all program areas administered by EDH and overseen by the three policy boards have been impacted by the recent California Supreme Court ruling validating AB1X26 and invalidating AB 1X27.  The primary impact is the elimination of the Santa Rosa Redevelopment Agency as of February 1, 2012, along with all tax increment resources with the exception of the amounts secured in valid funding agreements through project completion and a 5% cap on administrative expenses to dissolve the former Agency’s affairs.

Staff will present a review of the law, the status of transitioning remaining Agency business to the City Council as a “Successor Agency”, and identify remaining budget estimates for the Housing Authority without low income housing set-aside funding.

4.   ADJOURNMENT OF SPECIAL MEETING OF HOUSING AUTHORITY and REDEVELOPMENT AGENCY

No other business will be considered by the Housing Authority and Redevelopment Agency at this Special Meeting.
