10.     SCHEDULED ITEMS:

10.1    REDEVELOPMENT AGENCY ANNUAL REPORT FOR FISCAL YEAR ENDING JUNE 30, 2011

            BACKGROUND:  Each year prior to December 31, an Annual Report of Financial Transactions is prepared by the Finance Department, with input from the Economic Development and Housing Department.  The purpose of the Report is: 1) to transmit to the State Controller’s Office the Agency’s financial statement information for the Fiscal Year ending June 30, 2011; and 2) to transmit to the State Department of Housing and Community Development the Agency’s low- and moderate-income housing activity statistics for the Fiscal Year ending June 30, 2011.  The Annual Report is forwarded to the City Council and the State Controller’s Office prior to the end of the calendar year in order to comply with Redevelopment Law.

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency, by motion, approve the Annual Report for the Fiscal Year ending June 30, 2011 and direct its transmittal to the City Council and the State Controller’s Office prior to December 31, 2011, as required by law.

10.2    CHANGE OF CONTROL OF HOTEL MANAGEMENT OWNERSHIP ENTITY FOR THE VINEYARD CREEK HOTEL-CONFERENCE CENTER

 

          BACKGROUND:  The Vineyard Creek Hotel owner has requested approval by the Agency to restructure the management entity of the hotel and conference center.  The terms of the franchise agreement with Hyatt, the project leases with the Agency, and the Hotel Management Agreement would be unchanged.  The hotel and conference center would continue to operate under the Hyatt flag as a first class facility.

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency, by resolution, approve a consent in the Change in Control of the Vineyard Creek Hotel and Conference Center operator from Noble Management Group – California, LLC, to Noble-Interstate Management Group – California, LLC. 

10.3    MUSEUM ON THE SQUARE UPDATE

          BACKGROUND:  The Museum on the Square, LLC, has been requested to update the Agency on the status of the Museum on the Square Project with regard to financing; permits; agreement with Sonoma County Museum; deed of trust securing the construction loan; how the final design review submittal addresses four concerns raised by the Agency in granting the preliminary design review approval; and answer any questions the Agency might have.  In addition, the update will include a pending agreement between the City and the Museum regarding temporary lane closures on Third Street for the purpose of exhibit loading and unloading from trucks.  The Executive Director is anticipating a request by the developer to extend date for the close of escrow, and is prepared to grant the request within his authority provided by the Disposition and Development Agreement.

10.4    ELECTION OF OFFICERS

            BACKGROUND:  Each year at its annual meeting, the Redevelopment Agency elects a Chair and Vice-Chair to preside for the next calendar year, commencing January 1.

          RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency, by motion, elect a Chair and Vice-Chair to preside for the next calendar year with the term of office commencing on January 1, 2012.
