REGULAR MEETING MINUTES

1. CALL TO ORDER AND ROLL CALL
Chair Flock called the regular meeting of the Cultural Heritage Board to order at 2:34 p.m. on this day of Wednesday, September 7, 2011.

3. STATEMENT OF ABSTENTIONS BY BOARD MEMBERS
4. PUBLIC HEARING – ORANGE STREET WINDOW AND SIDING REPLACEMENT – Landmark Alteration Permit for window replacement and to legalize re-siding on the home located at 227 Orange Street in the Olive Park Preservation District – LMA 11-009
City Planner Noah Housh gave a presentation. One comment was received from the property owners to the west of the project. They are in favor of the windows being changed. Applicant representative Jeffrey Schock addressed the Board.
Ex Parte Disclosures – Board Members DeBacker and Garrett visited the site.

to adopt and waive the reading of the text of the resolution in item 4, as amended, as follows:
RESOLUTION NO. 281 ENTITLED: RESOLUTION OF THE CULTURAL HERITAGE BOARD OF THE CITY OF SANTA ROSA APPROVING A LANDMARK ALTERATION PERMIT FOR THE ORANGE STREET WINDOW AND SIDING REPLACEMENT LOCATED AT 227 ORANGE STREET IN THE OLIVE PARK PRESERVATION DISTRICT, ASSESSOR’S PARCEL NUMBER 010-196-005, FILE NUMBER LMA 11-009
Amendments:
Findings paragraphs one and three were amended to read as follows:
The proposed change is consistent with the original details of the building in that the proposed window materials are consistent with existing windows in the home.
The proposed project is consistent with applicable standards from the Secretary of the Interior Standards for Rehabilitation in that the proposed shingles may preserve the original siding underneath and the proposed wood framed windows are replacing existing windows constructed of a non-historic material.
Condition 2 was amended to require the replacement of five vinyl windows.
Condition 3 was added as follows:
Any future siding replacement on an entire façade (or more), shall require a professional investigation of the lap siding underneath, and identification of the ability and costs associated with its repair prior to any re-siding.
Condition 4 was added as follows:
Investigate the use of window trim and sash material, matching the historic design of the existing trim on the front façade.

The Cultural Heritage Board minutes of June 1, 2011 could not be approved due to the lack of a quorum of members present at that meeting.

The Cultural Heritage Board minutes of August 3, 2011 could not be approved due to the lack of a quorum of members present at that meeting.
9. ADJOURNMENT
There being no further business before the Cultural Heritage Board, Chair Flock adjourned the regular meeting at 4:40 p.m. to the regular meeting of Wednesday, October 5, 2011.
