NOTICE IS HEREBY GIVEN that the Redevelopment Agency of the City of Santa Rosa will hold a Special Meeting on Monday, August 29, at Noon at Conference Room 1, City Hall Annex, 90 Santa Rosa Avenue, Santa Rosa, California. The purpose of the meeting is to comply with California Health and Safety Code Section 34169, by preparing an Enforceable Obligation Payment Schedule (EOPS) identifying payments the Agency anticipates through December 31, 2011. ENFORCEABLE OBLIGATION PAYMENT SCHEDULE
BACKGROUND: As part of the 2011-12 State budget bill, the California Legislature enacted, and the Governor has signed, companion bills AB 1X 26 and AB 1X 27, requiring that each redevelopment agency be dissolved unless the community that created it enacts an ordinance to participate in the Voluntary Alternative Redevelopment Program (VARP). On August 17, 2011, the California Supreme Court issued an order, modifying its partial stay of AB 1X 26-27 issued on August 11, 2011, which clarified that the provisions of AB 1X 26 that require an agency to adopt an Enforceable Obligation Payment Schedule (EOPS) are not stayed and all agencies should adopt an EOPS by August 27, 2011. In order to comply with California Health and Safety Code Section 34169, an EOPS has been prepared identifying payments the Agency anticipates through December 31, 2011.
RECOMMENDATION: The Department of Economic Development and Housing recommends that the Redevelopment Agency approve, by resolution, an Enforceable Obligation Payment Schedule for the period of August 29, 2011 through December 31, 2011 pursuant to California Health and Safety Code Section 34169.
