REGULAR MEETING MINUTES

1. CALL TO ORDER AND ROLL CALL
Chair Flock called the regular meeting of the Cultural Heritage Board to order at 2:30 p.m. on this day of Wednesday, August 3, 2011.

3. STATEMENT OF ABSTENTIONS BY BOARD MEMBERS – None
4. PUBLIC HEARING – WHEELER WINDOW REPLACEMENT – Landmark Alteration Permit to legalize installation of 19 vinyl windows, originally done without the benefit of a permit, at 745 and 747 Wheeler Street in the Burbank Gardens Preservation District – LMA 11-017
City Planner Noah Housh gave a presentation. The applicant acquired the property after the windows were installed and he would like to retain the windows. Two written comments were received. The first was in support of retaining the vinyl windows, except for those on the front façade. The second was in support of improving the aesthetics of the neighborhood. The applicant addressed the Board.
Ex Parte Disclosures – Board Member Groninga visited the site. Board Member DeBacker drove by the site.

to adopt and waive the reading of the text of the resolution in item 4, as follows:
RESOLUTION NO. 280 ENTITLED: RESOLUTION OF THE CULTURAL HERITAGE BOARD OF THE CITY OF SANTA ROSA APPROVING A LANDMARK ALTERATION PERMIT FOR THE WHEELER WINDOW REPLACEMENT LOCATED AT 745 AND 747 WHEELER STREET IN THE BURBANK GARDENS PRESERVATION DISTRICT, ASSESSOR’S PARCEL NUMBER 009-252-018, FILE NUMBER LMA 11-017
Board Comment
- This decision does not set a precedent for the neighborhood.
- For the new windows on the front façade, the applicant is advised to use divided lights with, at the least, exterior muntins. Muntins should be less than 7/8” wide.
- The applicant is advised to consult with staff as to the details.

7. APPROVAL OF MINUTES – June 1, 2011
The Cultural Heritage Board minutes of June 1, 2011 could not be approved due to the lack of a quorum of members present at that meeting.
8. ADJOURNMENT
There being no further business before the Cultural Heritage Board, Chair Flock adjourned the regular meeting at 3:35 p.m. to the regular meeting of Wednesday, September 7, 2011.
