The Redevelopment Agency of the City of Santa Rosa met in regular session at 1:32 p.m. on the 25th day of July, 2011, in the Council Chamber, City Hall, 100 Santa Rosa Avenue, Santa Rosa, California

Present:  Chairman Arnone, Agency Members Olsen, Lemke, Harris, and Burke.  Absent:  None.  Also in attendance Economic Development and Housing Director David Gouin, Economic Development and Housing Managers Nancy Gornowicz and Danielle O’Leary, Legal Counsel Mike Casey, and Recording Secretary Shirley Stevens.

Moved by Ms. Lemke, seconded by Mr. Olsen, carried 4-0-0-1 (Mr. Burke abstained; not an Agency Member at that time), to approve the Minutes ofFebruary 28, 2011.

VOLUNTARY ALTERNATIVE REDEVELOPMENT PROGRAM

David Gouin made the staff presentation.  As part of the 2011-12 State budget bill, the California Legislature has recently enacted and the Governor has signed, companion bill AB 1X 26 and AB 1X 27, requiring that each redevelopment agency be dissolved unless the community that created it enacts an ordinance to participate in the Voluntary Alternative Redevelopment Program (VARP).  Specifically, AB 1X 26 prohibits agencies from taking numerous actions, effective immediately and purportedly retroactively, and additionally provides that agencies are deemed to be dissolved as of October 1, 2011.

Enactment of the ordinance by the City will permit the City and Agency to comply with the Voluntary Alternative Redevelopment Program pursuant to Part 1.9 of Division 24 of the California Health and Safety Code (Section 34193) in order to allow the continued existence and operation of the Redevelopment Agency of the City of Santa Rosa.  By enacting the ordinance the City is authorized to pay annual contributions to local schools and special districts as required pursuant to AB 1X 27.  In addition, the Agency would no longer be subject to dissolution under AB 1X 26 and may immediately commence with normal redevelopment activities.

Moved by Mr. Olsen, seconded by Mr. Burke, carried 5-0-0-0, the motion recommending adoption of an ordinance to comply with the Voluntary Alternative Redevelopment Program was passed.
