CITY OF SANTA ROSA CULTURAL HERITAGE BOARD

REGULAR MEETING MINUTES

WEDNESDAY, JUNE 1, 2011

2:30 P.M.

1. CALL TO ORDER AND ROLL CALL

Chair Flock called the regular meeting of the Cultural Heritage Board to order at 2:30 p.m. on this day of Wednesday, June 1, 2011.

  • Present:          DeBacker, Flock, Groninga, Stoural, Jessen, Much
  • Absent:            Garrett

  • Board Member Stoural and Chair Flock left the meeting at 3:30 p.m.

2. PUBLIC APPEARANCES – None

3. STATEMENT OF ABSTENTIONS BY BOARD MEMBERS

Board Member Stoural and Chair Flock abstained in item 5; it is within their circles of economic influence due to proximity to their residences.

4. PUBLIC HEARING – MARIA GROFF HOUSE – Landmark Alteration Permit for renovation of Maria Groff House located at 135 West 7th Street in the West End Preservation District – LMA 11-011

Senior Planner Erin Morris gave a presentation. All of the public comments she received have been included with the staff report. Architect J. Lamont Langworthy and the applicant gave presentations.

Public Comment

  • Andre Seidentopf, 128 Hewett Street, spoke in favor of the project. Anything that is done to this house will be an improvement. What the applicant is proposing is incredible.
  • Bob Ankers, 134 West 7th Street, spoke in favor of the project. The applicant is doing a great job.
  • Ron King, 615 Polk Street, spoke in favor of the project. He is impressed with the applicant’s attention to detail and concern for the neighborhood.
  • Deborah Crippen, 619 Polk Street, spoke in favor of the project. Her own single story house is almost two stories tall, as are others in the neighborhood. The height of the proposed addition is appropriate for the neighborhood.

MOVED by Board Member DeBacker, seconded by  Board Member Much, and carried with the following vote:

  • ABSTAIN:         (0)       
  • ABSENT:          (1)        Garrett

to adopt and waive the reading of the text of the resolution in item 4, as amended, as follows:

RESOLUTION NO. 278 ENTITLED:  RESOLUTION OF THE CULTURAL HERITAGE BOARD OF THE CITY OF SANTA ROSA APPROVING A LANDMARK ALTERATION PERMIT FOR MARIA GROFF HOUSE RENOVATION LOCATED AT 135 WEST 7TH STREET IN THE WEST END PRESERVATION DISTRICT, ASSESSOR’S PARCEL NUMBER 010-161-003, FILE NUMBER LMA 11-011

Findings paragraph five is amended to read as follows:

The proposed project is consistent with most applicable standards from the Secretary of the Interiors Standards for Rehabilitation in that the proposed project would retain and renovate the original house using building materials and finishes that are compatible with the existing historic house;

5. PUBLIC HEARING – ENGDAHL RESIDENCE ADDITION – Landmark Alteration Permit for second floor addition to existing Craftsman bungalow located at 700 Tupper Street in the Burbank Gardens Preservation District – LMA 11-013

Supervising Planner Clare Hartman and Architect Paul Fritz gave presentations.

Public Comment

Judy Kennedy, 620 Oak Street, spoke in opposition to the project. This is a corner lot with visibility from three directions. Board Member DeBacker had requested pictures of two story bungalows in the neighborhood. As far as she knows, there are none to provide. If the project is approved, this will create a precedent for more second story additions.

MOVED by Board Member Groninga, seconded by Board Member Jessen and carried with the following vote:

  • NOES:              (1)        Much
  • ABSTAIN:         (2)        Flock, Stoural
  • ABSENT:          (1)        Garrett

to adopt and waive the reading of the text of the resolution in item 5, as follows:

RESOLUTION NO. 279 ENTITLED:  RESOLUTION OF THE CULTURAL HERITAGE BOARD OF THE CITY OF SANTA ROSA APPROVING A LANDMARK ALTERATION PERMIT FOR THE ENGDAHL RESIDENCE ADDITION LOCATED AT 700 TUPPER STREET IN THE BURBANK GARDENS PRESERVATION DISTRICT, ASSESSOR’S PARCEL NUMBER 009-251-001, FILE NUMBER LMA 11-013

8. APPROVAL OF MINUTES – April 6, 2011

The Cultural Heritage Board minutes of April 6, 2011 were approved as amended.

There being no further business before the Cultural Heritage Board, Vice Chair DeBacker adjourned the regular meeting at 4:00 p.m. to the regular meeting of Wednesday, July 6, 2011.
