NOTICE of SPECIAL MEETING OF

THE HOUSING AUTHORITY OF THE CITY OF SANTA ROSA

 AND

NOTICE of SPECIAL JOINT MEETING OF THE HOUSING AUTHORITY/

 REDEVELOPMENT AGENCY OF THE CITY OF SANTA ROSA 

   MONDAY, MARCH 7, 2011 IMMEDIATELY FOLLOWING SPECIAL JOINT MEETING OF

CITY COUNCIL AND REDEVELOPMENT AGENCY 

                      CITY HALL, 100 SANTA ROSA AVENUE, SANTA ROSA

 

NOTICE IS HEREBY GIVEN that the Housing Authority of the City of Santa Rosa will hold a Special Meeting on Monday, March 7, 2011 immediately following the Special Joint Meeting of the City Council and Redevelopment Agency, in the Mayor’s Conference Room, room 10 City Hall, 100 Santa Rosa Avenue, Santa Rosa.  The Housing Authority will then move to the Council Chamber for the Special Joint Meeting with the Redevelopment Agency.  The Agenda for the Special Meetings follows: 

HOUSING AUTHORITY SPECIAL MEETING AGENDA

(Mayor’s Conference Room, Room 10, City Hall)

 1.         CALL TO ORDER AND ROLL CALL OF HOUSING AUTHORITY 

2.         PUBLIC COMMENTS (PUBLIC COMMENTS WILL BE LIMITED TO THE TOPIC OF THE SPECIAL MEETING)

            4.1       CONFERENCE WITH REAL PROPERTY NEGOTIATORS

Authority Negotiator: Nancy Gornowicz, Housing Authority for the City of Santa Rosa

Negotiating Parties: Santa Rosa Community Health Centers and the Housing Authority of the City of Santa Rosa

Under Negotiation: Price and terms of lease

Significant exposure to litigation pursuant to subdivision (b)(1) of Government Code section 54956.9.  One potential case.

4.1       APPROVAL OF CONVEYANCE BY THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA ROSA AND ACCEPTANCE BY THE HOUSING AUTHORITY OF THE CITY OF SANTA ROSA OF THE REDEVELOPMENT AGENCY OWNED PARCELS LOCATED AT 6TH AND A STREETS 

BACKGROUND:  The Redevelopment Agency (Agency) currently owns four (4) parcels that are located at 6th and A Street, further identified as Assessor’s Parcels 010-041-019, 010-041-008, 010-041-009, and 010-041-010 (Parcels).  The Parcels were acquired in the late 1970s and early 1980s for the development of the Santa Rosa Plaza and the realignment of 6th Street.  In light of the uncertainty surrounding redevelopment agencies, the conveyance of the Parcels to the Housing Authority of the City of Santa Rosa will allow for the preservation of affordable housing opportunities that the Parcels provide. 

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency, by resolution, approve the conveyance of Assessor’s Parcels 010-041-019, 010-041-008, 010-041-009, and 010-041-010 to the Housing Authority and that the Housing Authority, by resolution, approve the acceptance of the Parcels, and that the Agency and the Authority respectively, authorize the execution of a Conveyance Agreement between the Agency and the Authority. 

5.         ADJOURMENT OF SPECIAL JOINT HOUSING AUTHORITY AND REDEVELOPMENT AGENCY MEETING 

No other business will be considered by the Housing Authority or Redevelopment Agency at this Special Meeting.
