REGULAR MEETING MINUTES
WEDNESDAY, MARCH 2, 2011

1. CALL TO ORDER AND ROLL CALL
Chair Flock called the regular meeting of the Cultural Heritage Board to order at 2:30 p.m. on this day of Wednesday, March 2, 2011.
- Present: Flock, Garrett, Groninga, Jessen, Much, Stoural
- Boardmember DeBacker arrived shortly after roll call
Boardmember Garrett left the meeting at 4:10 p.m.
2. PUBLIC APPEARANCES – None
3. STATEMENT OF ABSTENTIONS BY BOARDMEMBERS – None
4. PUBLIC HEARING – MORGAN STREET WINDOW AND ROOF REPLACEMENT – Landmark Alteration Permit to allow replacement of existing aluminum windows with fiberglass windows on the existing single-family homes located at 902, 906 and 924 Morgan Street and a new “cool roof” at 902 Morgan Street in the St. Rose Preservation District – LMA 10-028
Senior Planner Erin Morris gave a preservation. Applicant Derree Brooks and the window contractor were present to answer questions. Ms. Morris distributed color copies of the window brochure which had been provided in black and white in the boardmember packets. With regard to the color of the roof, the applicant distributed color photographs showing the colors of the existing roofs. The applicant indicated that the new roof will be composition shingle of a color slightly lighter than the existing roof.
Ex Parte Disclosures – Boardmember DeBacker visited the site.
Public Comment – Rosalie Sulgit-Shay, 231 10th Street commented that two of the houses have had tarps on the roofs for two years. She would like to see both roofs replaced.
Chair Flock indicated that this is not within the scope of the proposed project.
MOVED by Boardmember Groninga, seconded by Boardmember Much, and carried with the following vote:

to adopt and waive the reading of the text of the resolution in item 4, as amended, as follows:
RESOLUTION NO. 276 ENTITLED: RESOLUTION OF THE CULTURAL HERITAGE BOARD OF THE CITY OF SANTA ROSA APPROVING A LANDMARK ALTERATION PERMIT FOR REPLACEMENT OF EXISTING ALUMINUM WINDOWS WITH FIBERGLASS WINDOWS AT 902, 906, AND 924 MORGAN STREET AND RE-ROOF THE HOUSE AT 902 MORGAN STREET WITH A “COOL ROOF” IN THE ST. ROSE PRESERVATION DISTRICT, ASSESSOR’S PARCEL NUMBERS 010-116-031, -033, FILE NUMBER LMA 10-028
5. STUDY SESSION – LANDMARK ALTERATION PERMITS – Discussion of review process for Landmark Alteration Permits; Zoning Code Section 20-58.060; Major, Minor and exempt projects; “homeowner” projects including re-roofing and window, door and siding replacement
Supervising Planner Clare Hartman gave a presentation.

There being no further business before the Cultural Heritage Board, Chair Flock adjourned the regular meeting at 4:40 p.m. to the regular meeting of Wednesday, April 6, 2011.
