STUDY SESSION REVIEW OF THE POTENTIAL SALE OF 983 SONOMA  AVENUE

The Housing Authority is the owner of 983 Sonoma Avenue (Site), a Site that was used as the Brookwood Homeless Shelter from 2002 to 2009, which was closed due to the City’s budgetary constraints.  In September 2010, the Housing Authority approved Santa Rosa Community Health Centers to lease the Site for a medical clinic and homeless respite center.  Staff was recently approached by a party that is interested in purchasing the Site.

Item No. 9.1

REQUEST TO RELEASE THE FURTHER ADVANCE IN THE AMOUNT OF $225,000 PROVIDED TO BURBANK HOUSING DEVELOPMENT CORPORATION FOR AMOROSA VILLAGE I – 1300 PEBBLECREEK DRIVE

In October 2009 the Housing Authority approved a further advance in the amount of $225,000 to Burbank Housing Development Corporation (BHDC) for Amorosa Village I, a 97-unit multifamily rental complex with 96 units affordable to households at 30%, 50% and 60% of area median income.  The further advance was to address a funding gap that was identified prior to the close of the 9% tax credit “exchange funds.”  In December 2010, BHDC was awarded $960,000 from the Federal Home Loan Bank’s Affordable Housing Program.  The receipt of these funds filled the previously identified funding gap.  BHDC is requesting that the Housing Authority release the commitment.

REQUEST TO APPROVE THE EXTENSION OF THE REHABILITATION COMPLETION DATE FOR HENRY HOUSE LOCATED AT 1822 MANOR DRIVE

In 1997, Face to Face Sonoma County AIDS Network (Face to Face) purchased and rehabilitated Henry House, a six-bed group home which serves persons living with HIV/AIDS, with a loan in the amount of $417,000 from the U.S. Department of Housing and Urban Development (HUD) Section 811 Supportive Housing for Persons with Disabilities program and a loan in the amount of $43,733 from the Housing Authority.  In 2001, the Housing Authority provided a further advance in the amount of $42,500 for water and sewer improvements, bringing the Housing Authority’s assistance to the property to $86,233.  The level of care provided by Henry House is no longer necessary as a result of medical advances, which have enabled persons living with HIV/AIDS to live more independently.  Consequently, Face to Face would like to transfer the property to another non-profit sponsor to continue operating Henry House for persons with disabilities, which requires approval of the Housing Authority and HUD.  Community Housing Sonoma County (CHSC) is working with Face to Face to secure the Housing Authority’s and HUD’s approval.   On November 23, 2009, the Housing Authority approved a conditional reservation of funds in the amount of $151,500 to assist CHSC for costs associated with the transfer of ownership and rehabilitation of Henry House.  The resolution which approved the conditional reservation of funds required rehabilitation to be completed by November 30, 2010.  Due to delays with HUD’s review of proposed transfer, CHSC is requesting the Housing Authority’s approval to extend the rehabilitation completion date from November 30, 2010 to November 30, 2011.

Item 12.1

JOINT STUDY SESSION / REDEVELOPMENT AGENCY PROPOSED BUDGET PRIORITIES FOR FISCAL YEAR 2011/2012

Staff will provide an overview of the Fiscal Year 2011/2012 budgets for the Housing Authority and the Redevelopment Agency, for Joint Study Session discussion of funding priorities; review the Governor’s proposal to eliminate redevelopment agencies; and, discuss ways to secure local tax increment in the event the proposal is accepted by the State Legislature.
