The Housing Authority of the City of Santa Rosa met in regular session at 1:30 p.m. on the 23rd  day of August, 2010, in the Council Chamber, City Hall, 100 Santa Rosa Avenue, Santa Rosa, California

Present:  Chairman Olsen, Commissioners Arnone, Evans, Lemke, and Herrera.  Absent:  None.  Also in attendance Economic Development and Housing Director, David Gouin, Economic Development and Housing Managers Nancy Gornowicz, Carmelita Howard, and Danielle O’Leary, Program Specialist Megan Basinger and Marjorie Jackson, Legal Counsel Molly Dillon, and Recording Secretary Shirley Stevens.

John Lowry, Burbank Housing Development Corporation, spoke regarding the Density Bonus Program.  His written comments were included in the report on July 29.  He offered additional comments:  more things should be done with program make it available to inclusionary housing, changing resale restriction for low-income ownership housing and reexamine like-for-like requirements if density bonus to be incentive to creating additional affordable housing.  It’s limited and constricted by present ordinance and should be reviewed.

In July 2007, the Housing Authority approved a land acquisition and predevelopment loan for Dutton Village, which consists of Amorosa Village I – 97 multifamily rental units, Amorosa Village II – 53 multifamily rental units, and Catalina Homes – 60 self-help ownership units (Project), the subject of this request.  To assist with the Project, the Housing Authority received a $5,000,000 loan from California Housing Finance Agency’s (CalHFA) Residential Development Loan Program (RDLP) for a five (5) year term, the funds were then lent to Burbank Housing Development Corporation (BHDC) for Catalina Homes for a term of four and one half (4 ½) years.  CalHFA provided the Housing Authority with a nine month extension of the loan term.  BHDC is requesting that the Housing Authority extend the term of the loan and extend the construction commencement and completion dates for Catalina Homes.

Megan Basinger made the staff presentation.  Riverside Charitable Corporation and USA Properties Fund, Inc. (Borrower) are acquiring a 2.04 acre parcel located at 766 Kawana Springs Road in southeast Santa Rosa (Project).  The site will be developed with 42 units, 41 of which are targeted to households at 30%, 50% and 60% of area median income and one unrestricted manager’s unit.  To date, the Housing Authority has approved a loan and a further advance totaling $1,650,000 at 3% interest for a term of 30 years.  Borrower is requesting that the Housing Authority extend the term of the loan from 30 to 35 years and provide a three year extension of the construction commencement and completion dates for the Project and allow for four (4), one (1) year extensions provided that Borrower presents to the Housing Authority prior to each extension date a report containing discussion of the status of the Project and demonstrating the diligent pursuit of nine percent (9%) tax credits or similar financing programs necessary to fund the Project as soon as financially feasible.

Megan Basinger made the staff presentation.  Burbank Housing Development Corporation (BHDC) is developing an affordable, rental complex at 2975 Dutton Meadow in southwest Santa Rosa (Project).  Initially, BHDC proposed a 100-unit complex, but design work and approvals that have been granted to the Project are for a 96-unit complex, 94 units of which are targeted to households at 30% and 50% of area median income and two unrestricted managers’ units.  To date, the Housing Authority has provided $1,878,703; the requested further advance would result in a total loan of $2,373,703.

Commissioners commented on legal services due to McDonough Holland & Allen disbanding.  Mr. Gouin said the department will stay with the legal counsel who have moved to Best Best & Krieger, LLP to maintain continuity of services.
