REGULAR MEETING MINUTES
WEDNESDAY, OCTOBER 6, 2010

1. CALL TO ORDER AND ROLL CALL
Vice Chair Flock called the regular meeting of the Cultural Heritage Board to order at 2:30 p.m. on this day of Wednesday, October 6, 2010.
- Present: DeBacker, Flock, Garrett, Jessen
- Absent: Nieto
- Boardmember Stoural arrived shortly after roll call.
- Chair Much arrived at 3:15 p.m.
2. PUBLIC APPEARANCES – None
3. STATEMENT OF ABSTENTIONS BY BOARDMEMBERS
- Boardmember Garrett abstained in item 4. It is within her circle of economic influence due to proximity to her residence.
- Chair Much abstained in item 4. He was not present for the full presentation and discussion.
- Boardmember Stoural abstained in item 6. It is within her circle of economic influence due to proximity to her residence.
4. CONTINUED PUBLIC HEARING – CHIODA HOUSE – Landmark Alteration Permit for renovation and additions to the existing house located at 1029 Saint Helena Avenue in the McDonald Preservation District – LMA 10-010
This item was heard after item 5 due to the lack of a quorum for this item at the start of the meeting. Upon the arrival of Boardmember Stoural, there was a quorum for this item. Chair Much arrived during the discussion of this item.
City Planner Noah Housh gave a presentation. The applicant, John McNulty, addressed the Board.

5. PUBLIC HEARING – CARRIERI REMODEL – Landmark Alteration Permit for new door, new bay window and new siding on the existing single-family home located at 758 Pine Street in the Burbank Gardens Preservation District – LMA 10-017
This item was heard before item 4. Boardmember Stoural arrived during the presentation of this item.
City Planner Jessica Jones gave a presentation. The applicant, Chris Carrieri, addressed the Board. With regard to the contributor/non-contributor status of the structure, Supervising Planner Clare Hartman indicated that it is within the Board’s purview to determine whether or not the structure is a contributor.

6. PUBLIC HEARING – 729 CHARLES STREET WINDOW REPLACEMENTS – Landmark Alteration Permit to allow window replacements on all four elevations of the existing single-family home located at 729 Charles Street in the Burbank Gardens Preservation District – LMA 10-013
Senior Planner Bill Rose gave a presentation. The applicant, Jeff Baldwin, addressed the Board.

7. STUDY SESSION – LANDMARK ALTERATION PERMITS – Staff presentation of City’s permit review process for Landmark Alteration Permits. Focused on the implementation of Zoning Code Section 20-58.060, which dictates which projects require a Minor or Major Landmark Alteration Permit, and which are exempt. With specific attention paid to common homeowner projects like window and door replacements, siding replacement and re-roofing.
Supervising Planner Clare Hartman gave a presentation. A discussion was started. The Board continued this item to the December 1, 2010 meeting.
8. DISCUSSION ITEM – CULTURAL HERITAGE BOARD REPRESENTATION ON ART IN PUBLIC PLACES BOARD
Chair Much introduced the item. Boardmember Flock clarified that he has not yet resigned from the Art in Public Places Board, but he will be unable to continue to serve. No other Board member is able to serve.

Ms. Hartman reported on items of interest to the Board.
11. APPROVAL OF MINUTES
The Cultural Heritage Board minutes of September 1, 2010 were approved as submitted.

There being no further business before the Cultural Heritage Board, Chair Much adjourned the regular meeting at 5:57 p.m. to the regular meeting of Wednesday, November 3, 2010.
