10.1    FUNDING AGREEMENT AND BENEFIT FINDINGS FOR THE ROSELAND CREEK COMMUNITY PARK AND TRAIL 

          BACKGROUND:  The proposed Roseland Creek Community Park and Trail (Roseland Park) is located in the Southwest Redevelopment Project Area.  The Five Year Implementation Plan for the Southwest Redevelopment Project Area for 2010-2015 contemplates the Roseland Park as one of the redevelopment activities to be undertaken by the Agency.  The Funding Agreement documents a grant and sets out the terms and conditions for payment by the Agency to the City to pay a portion of the acquisition costs for the land required for the Roseland Creek Community Park and Trail to benefit the Project Area. 

          RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency, by resolution, approve a Funding Agreement to document a grant in the amount of $243,905 and make certain benefit findings for the Roseland Creek Community Park and Trail in the Southwest Redevelopment Project Area, subject to Council approval. 

10.2    FUNDING AGREEMENT FOR SPECIAL DOWNTOWN MAINTENANCE SERVICES 

BACKGROUND:  In recognition that a strong and vital Downtown is of critical importance to Santa Rosa, the Agency and the Council created the Downtown Program in early 2007.  One of the charges of the Downtown Program is to help ensure that Downtown is clean, attractive, and comfortable.  To this end, for the past three years the Downtown Program has coordinated with other City departments for the provision of special maintenance services.  Funding for these special maintenance services has been provided by the Agency.  The designated area consists of portions of the Santa Rosa Center, Grace Brothers, and Transit-Oriented Redevelopment Project Areas.

Special Downtown maintenance services include frequent sidewalk cleaning, litter pick-up, landscaping maintenance, street furniture cleaning and repair, and other maintenance activities that are not provided by the City to other neighborhoods or commercial districts, and are not provided on a permanent basis. 

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency approve, by resolution, the Funding Agreement in the amount of $80,000 and make certain benefit findings for the City of Santa Rosa’s provision of special maintenance services for the Downtown area for Fiscal Year 2010-2011, subject to Council approval.
