REGULAR MEETING MINUTES
WEDNESDAY, SEPTEMBER 1, 2010

1. CALL TO ORDER AND ROLL CALL
Chair Much called the regular meeting of the Cultural Heritage Board to order at 2:30 p.m. on this day of Wednesday, September 1, 2010.

3. STATETENT OF ABSTENTIONS BY BOARDMEMBERS – None
4. PUBLIC MEETING – CORREA WINDOW REPLACEMENT – 1419 Spencer Avenue – Landmark Alteration Permit to replace existing steel frame windows with aluminum frame casement windows of a similar design and style on the existing single family home located in the McDonald Preservation District – LMA 09-017
City Planner Noah Housh gave a presentation. The applicant, Earl Correa, addressed the Board and answered questions. Replacement windows for the home were approved by the Zoning Administrator in 2007, but that approval has expired. Since then, window replacement was determined to require a Major Landmark Alteration Permit, making it subject to the Board’s decision.

RESOLUTION NO. 269 ENTITLED: RESOLUTION OF THE CULTURAL HERITAGE BOARD OF THE CITY OF SANTA ROSA APPROVING A LANDMARK ALTERATION PERMIT FOR THE CORREA WINDOW REPLACEMENT LOCATED AT 1419 SPENCER AVENUE IN THE MCDONALD PRESERVATION DISTRICT, ASSESSOR’S PARCEL NUMBER 180-640-044, FILE NUMBER LMA 09-017
5. CONCEPT REVIEW – CARRIERI REMODEL – 758 Pine Street – Replace existing composite/tar and gravel roof with metal/TPO roof, replace existing front window with new bay window, replace existing front door with new (similar) door and replace existing siding with horizontal hardiboard siding on the existing single family home located in the Burbank Gardens Preservation District – LMA 10-017
City Planner Jessica Jones gave a presentation. The applicant, Chris Carrieri, addressed the Board and answered questions. In the City’s records, the house is identified as a contributor; however, both the applicant and the Board disagree with that designation. Preparatory to the Zoning Administrator hearing on September 2, the Board’s input on the roof replacement was requested.

- Boardmember Flock spoke, and exchanged emails, with the applicant.
- Boardmember Jessen spoke with the applicant and visited the site.
Board Comment
- There are no concerns regarding the roof replacement.
- City records should be corrected to reflect that the home is a non-contributor.
- Provide scale drawings.
- Basing comments on the presumption of non-contributor status:
- Horizontal siding is fine, but use a smaller scale siding (4, 5 or 6 inch).
- Provide a sample of the siding, showing the profile and the finish. As an alternative, provide a brochure from the manufacturer.
- The top line and trim of the bay window should match that of the existing bay window.
- In this case, an aluminum window is fine.
- Provide more information on the door.
- A wood door is preferred.
6. CONCEPT REVIEW – LAGUNA INTERPRETIVE CENTER – 900 Sanford Avenue – Construct Phases 2 and 3 of the Laguna Foundation Learning Center on the Stone Farm campus, including a new 2,600+/- sq ft interpretive center, patios and landscaping (Conditional Use Permit and Master Plan approved in 2005) – LMA 10-019
Supervising Planner Clare Hartman, applicant David Bannister, Landscape Architect Sierra Hart and Architect Claudia Cleaver gave presentations. In 2005 a Major Landmark Alteration Permit was approved for the Stone Farm campus. Portions of that project have been completed; but until now, funding for the interpretive center was not available. The interpretive center building was originally planned to be larger, but with the reduced availability of funds, the size of the building was scaled back and more emphasis has been placed on outdoor learning experiences.
Board Comment
- This is superior design.
- The smaller footprint for the building is good.
- The Board prefers smaller, simpler windows; less like a house more like a barn.
- The Board commends the applicant for working with local tribes.
- The front end gable, modified board and batten siding, and rectilinear metal channel (modern style) barn roof are effective designs.
7. REPORT ITEM – ENERGY UPGRADE SONOMA / ENERGY UPGRADE CALIFORNIA
Boardmember DeBacker gave an update on Energy Upgrade Sonoma and Energy Upgrade California.

Ms. Hartman reported on items of interest to the Board.
10. APPROVAL OF MINUTES
The Cultural Heritage Board minutes of August 4, 2010 were approved as submitted.

There being no further business before the Cultural Heritage Board, Chair Much adjourned the regular meeting at 5:33 p.m. to the regular meeting of Wednesday, October 6, 2010.
