7.1 BUILDING AN INCLUSIVE WORKPLACE
Staff will give a brief overview of the Building an Inclusive Workplace Training Program and results from a recent survey of the program's effectiveness.

10. CONSENT ITEMS
10.1 RESOLUTION -- REQUEST FOR AUTHORIZATION FOR SUBMITTAL OF AN URBAN GREENING GRANT APPLICATION FOR THE COLGAN CREEK RESTORATION PROJECT
This resolution, recommended by the Utilities Department, authorizes the grant application to the Urban Greening for Sustainable Communities Program, under the Safe Drinking Water, Water Quality and Supply, Flood Control, River, and Coastal Protection Bond Act of 2006 (Proposition 84) requesting $1 million for the Colgan Creek Restoration project.
10.2 RESOLUTION -- REQUEST FOR AUTHORIZATION FOR THE SUBMITTAL OF A TRANSPORTATION FOR LIVABLE COMMUNITIES CAPITAL PROGRAM GRANT APPLICATION AND THE USE OF LOCAL MATCHING FUNDS FOR THE DOWNTOWN STATION AREA SPECIFIC PLAN UTILITY INFRASTRUCTURE UPGRADE IMPROVEMENTS AND PEDESTRIAN AND BUS SHELTER IMPROVEMENTS
This resolution, recommended by the Public Works Department, authorizes the filing of an application for federal Surface Transportation Program (STP) and/or Congestion Mitigation and Air Quality Improvement funding through the Metropolitan Transportation Commission’s Transportation for Livable Communities Program for the Downtown Station Area Specific Plan utility infrastructure upgrade improvements and the pedestrian and bus shelter improvements; and authorizes the use of local funds to match the federal funds being requested; provides assurance that the City will complete the project; and appropriates federal funds into the projects.
10.3 RESOLUTION/ORDINANCE – APPROVAL OF CITY MANAGER EMPLOYMENT AGREEMENT AND ADOPTION OF ORDINANCE SETTING CITY MANAGER SALARY
This resolution, recommended by the Human Resources Department, appoints Kathleen Millison to the position of City Manager and approves the Employment Agreement – City Manager and authorizes the Mayor to execute said agreement on behalf of the City. It is further recommended that the Council introduce an ordinance establishing the salary of the City Manager in the amount of $17,545 per month subject to reduction in accordance with the terms of the agreement.
10.4 ORDINANCE ADOPTION – CITY OF SANTA ROSA VITAL CITY SERVICES MEASURE
This ordinance, introduced at the July 27, 2010 regular meeting, adopts the ordinance and placing the general tax levied before the voters of the City of Santa Rosa.
10.5 ORDINANCE ADOPTION – SANTA ROSA TOURISM BUSINESS IMPROVEMENT AREA (BIA) ASSESSMENT
This ordinance, introduced at the July 27, 2010 regular meeting, establishes the Santa Rosa Tourism Business Improvement Area.
10.6 ORDINANCE ADOPTION -- PARKING ORDINANCE - ADDITION OF CITY PARKS CHAPTER 11-46 TO SANTA ROSA CITY CODE
This ordinance, introduced at the July 27, 2010 regular meeting, adds to Title 11 of the Santa Rosa City Code, Vehicles and Traffic, Chapter 11-46 City Parks.
11. REPORT ITEMS
11.1 REPORT -- CROSSROADS AFFORDABLE HOUSING UTILITY CERTIFICATE
BACKGROUND: The project requests a Utility Certificate to grant sewer and water services to allow the construction of seventy-nine affordable housing units on 4.85 acres targeting low and very low income households earning sixty percent or less of the area median income. The proposal includes twenty multi-unit residential structures ranging in size from 3,700 square feet to 5,000 square feet and includes one, two, and three bedroom units. Also included in the proposal is a 3,000 square foot community center with a small play-ground. All proposed structures are two stories in height or less.
RECOMMENDATION: It is recommended by the Community Development Department that the Council waive certain policies in Council Policy 300-02 and approve a Utility Certificate allowing sewer and water connections for the proposed Burbank Housing Crossroads development at 1990 and 2030 Burbank Avenue.
