  NOTICE of SPECIAL MEETING

HOUSING AUTHORITY

OF THE CITY OF SANTA ROSA

NOTICE IS HEREBY GIVEN that the Housing Authority of the City of Santa Rosa will hold a Special Meeting on Thursday, July 29, 2010, at 9:30 a.m. at 100 Santa Rosa Avenue, Santa Rosa, California.  The purpose of the meeting is to discuss the items listed below.  The Agenda for the meeting is:

4.1       DENSITY BONUS ORDINANCE REPORT 

          BACKGROUND:  Santa Rosa General Plan 2035 Housing Element policy calls for revision of the local Density Bonus Ordinance in 2010 to ensure consistency with state law.  A Draft Density Bonus Ordinance has been prepared and will be presented to the Housing Authority.  

RECOMMENDATION:  It is recommended by the Office of Advance Planning and Public Policy that the Housing Authority provide comments on the draft Density Bonus Ordinance. 

4.2     REQUEST FROM COMMUNITY HOUSING SONOMA COUNTY FOR A LOAN IN THE AMOUNT OF $430,191 FOR THE ACQUISITION AND DEVELOPMENT OF AN EXISTING FOUR-PLEX APARTMENT BUILDING LOCATED AT 1228 MCMINN AVENUE 

BACKGROUND:  Community Housing Sonoma County (CHSC), in collaboration with Sonoma County Mental Health Division (SCMHD), proposes to acquire an existing four-plex apartment building located at 1228 McMinn Avenue (McMinn Avenue) and develop the first Mental Health Services Act (MHSA) shared housing in Sonoma County.  McMinn Avenue is an existing apartment building with four (4) two-bedroom units.  CHSC will acquire and rehabilitate the property for use as permanent supportive housing for eight (8) MHSA target population adults (affordable to households at or below thirty percent (30%) of median income) who are homeless or at risk of homelessness and have a psychiatric disability.  Each of the four (4) units include two (2) bedrooms with lockable doors, a kitchen, living room and full bathroom.  All potential residents must be referred to McMinn Avenue through the SCMHD MHSA Housing Program.  CHSC requests approval for a loan in the amount of $430,191 for the acquisition and development of McMinn Avenue. 

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Housing Authority, by resolution, approve a conditional reservation of funds in the amount of $430,191 to Community Housing Sonoma County for the acquisition and development of 1228 McMinn Avenue for use as permanent supportive housing for adults who are homeless or at risk of homelessness and have a psychiatric disability. 

5.         ADJOURNMENT OF HOUSING AUTHORITY SPECIAL MEETING 

No other business will be considered at this Special Meeting.
