                   9.1       GATEWAYS COMMUNITY ADVISORY COMMITTEE

BACKGROUND:  This item involves the appointment of seven individuals to serve on the Gateways Community Advisory Committee (GCAC).  The appointments are recommended by a subcommittee of the Agency Board, from applications received through extensive notice throughout Gateways.  By their interests and associations, the Committee would represent all land uses in Gateways including residential (owner and tenant), commercial, industrial and public.  The ad hoc Committee would meet at the request of the Agency Board, to advise the Board on policies and projects that the Board is considering for Gateways.

RECOMMENDATION:  The Department of Economic Development and Housing and the Agency Committee, recommend that the Redevelopment Agency, by resolution, appoint the initial seven members of the Gateways Community Advisory Committee and delegate appointing any future replacement members to the Executive Director.

10.       SCHEDULED ITEMS:

10.1   PUBLIC HEARING ON THE FIVE-YEAR IMPLEMENTATION PLAN FOR THE SOUTHWEST REDEVELOPMENT PROJECT AREA

BACKGROUND:  California Redevelopment Law (Health & Safety Code 33490) requires that an Implementation Plan for a Redevelopment Project Area be adopted every five years.  The current Five-Year Implementation Plan for the Southwest Redevelopment Project Area expires in July 2010.  Redevelopment Law requires that the Agency hold a Public Hearing prior to the adoption of the next Five-Year Plan. The purpose of the Five-Year Plan is to act as a policy and program planning document that provides information about redevelopment activities and an explanation of how the activities assist in the elimination of blight.

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency hold a Public Hearing and adopt, by resolution, the Five-Year Implementation Plan for the Southwest Redevelopment Project Area for the period from July 2010 to July 2015.
