CITY OF SANTA ROSA CULTURAL HERITAGE BOARD

REGULAR MEETING MINUTES

WEDNESDAY, JUNE 2, 2010

2:30 P.M.

1. CALL TO ORDER AND ROLL CALL

Chair Much called the regular meeting of the Cultural Heritage Board to order at 2:31 p.m. on this day of Wednesday, June 2, 2010.

Present:          DeBacker, Flock, Much, Nieto, Stoural

                      Boardmembers Garrett and Jessen arrived shortly after roll call.

2. PUBLIC APPEARANCES

Robert Moeller, 754 Slater Street, Santa Rosa addressed the Board. He worked with his father, The Old House General, who was in business until six years ago. Robert is resuming this work. He repairs and maintains old windows.

3. STATEMENT OF ABSTENTIONS BY BOARDMEMBERS

  • Chair Much abstained in Item 5B. A portion of the St. Rose Preservation District is within his circle of economic influence due to proximity to his residence.
  • Boardmembers Flock and Stoural abstained in Item 5C. They reside in the Burbank Gardens Preservation District.

4. REPORT ITEMLUTHER BURBANK HOME AND GARDENS BOARD

At the Board’s request, Park Maintenance Superintendent Lisa Grant gave a presentation regarding changes to the management structure for Luther Burbank Home and Gardens. With the disbanding of the Luther Burbank Home and Gardens Board, the Cultural Heritage Board would like consideration given to placing the Luther Burbank Home and Gardens under the purview of the Cultural Heritage Board, as is the case with the DeTurk Round Barn Park and the Church of One Tree.

5. PUBLIC HEARINGDSASP – Downtown Station Area Specific Plan Zoning Code and Design Guidelines Consistency Amendments Project – Text Amendments to the Historic (-H) Combining District section of the Zoning Code – ST08-004

Consultant Heather Hines and City Planner Jessica Jones gave a presentation. Supervising Planner Clare Hartman made comments and answered questions. The Boardmembers discussed the proposed amendments and made suggestions.

Public Comment

  • Lynda Angell, Railroad Square Association, spoke in favor of the amendments. She complimented Heather Hines on her many meetings with their representatives. Heather took to heart their comments and concerns and made changes accordingly. The Railroad Square Plan has been in effect since 1979, and it is hard to give that up, but Heather has convinced them of the value of the amendments. The Railroad Square Association and the Cultural Heritage Board are working together to preserve the “jewel” that is Railroad Square. Later in the meeting, she expressed concern about the precedent set by existing taller buildings where there are no higher-floor setbacks.
  • Mike Montague, TeeVax Appliance, Railroad Square, spoke about the Bicycle Coalition and its efforts to reduce valuable parking in Railroad Square. This can possibly shut down some businesses and harm the economy in the area. On another note, he appreciates the inclusion in the zoning code of setbacks applied to third and higher floors.

6. CONTINUED CONCEPT REVIEW – RENOVATION PROJECT 2010 – Renovation of the duplex located at 923/925 Cherry Street in the Cherry Street Preservation District – LMA10-007

Senior Planner Bill Rose introduced the item. Applicant representative Norm Oliver gave a presentation. He and the applicant, Lisa Tamayo, have researched the history of the building. After hearing the Board’s concerns, they have redesigned the project to return the building to close to its original form. He presented their findings thus far. Mr. Rose added that the applicant has hired Vicki Beard to prepare an analysis of the property. This will be included when the project is brought back to the Board for final review.

Board Comment

  1. The updates reflect an amazing grasp and implementation of the Board’s advice.
  2. Seek a simple and elegant design for the porch railing. For inspiration, look at farmhouses and Petaluma buildings of the time.
  3. When the item is returned for final review, present options for consideration depending on the findings at demolition.
  4. Because of possible structural issues, consult with a representative of the Building Division.
  5. Consider using the Historic Building Code.

7. REPORT ITEM – COUNTY RETROFIT PROGRAM

Boardmember DeBacker gave an update regarding the County Retrofit Program.

The Boardmembers made announcements and reported on items of interest to the Board.

9. DEPARTMENT REPORT

Ms. Hartman reported on items of interest to the Board.

10. APPROVAL OF MINUTES

The Cultural Heritage Board minutes of May 5, 2010 were approved as submitted.

11. ADJOURNMENT

There being no further business before the Cultural Heritage Board, Chair Much adjourned the regular meeting at 5:37 p.m. to the regular meeting of Wednesday, July 7, 2010.
