REGULAR MEETING MINUTES

CALL TO ORDER
Chair Duggan called the meeting to order at 5:01 p.m.

ROLL CALL
Present: Commissioners Bañuelos, Bartley, Cisco, and Chair Duggan.
Absent: Commissioners Caston, Poulsen

APPROVAL OF MINUTES
The Minutes of February 11, 2010 were approved with revisions.

PUBLIC APPEARANCES
- Joe White, 2168 Wedgewood Way – commented on the proposed Fire Station #5 at Fountaingrove.
- Duane DeWitt, Roseland – spoke regarding the Southwest Quadrant requesting the Planning Commission advocate keeping open space and encouraged the City and County to would work together for this area.

DEPARTMENT REPORT
Erin Morris reported that there would be a site visit to The Arbors which is scheduled for the April 8, 2010 Planning Commission Agenda.

9. |
REPORT ITEM – WATER EFFICIENT LANDSCAPING REGULATIONS – Information regarding the City of Santa Rosa’s recently revised Water Efficient Landscape Ordinance.
City Planner Erin Morris introduced Daniel Muelrath from the Water Conservation Program (Utilities) who gave a report.
Public Hearing:
- Duane DeWitt, Roseland – spoke and thanked staff for the new Ordinance on water conservation stating that it protects the local water supply. He also commented that he hopes any new development coming in wanting utility certificates such as schools and Luther Burbank Housing, will be held to the same standards.
Commissioner Bartley, responded that they do not have purview of schools and that Burbank Housing has to go through City/County guidelines and standards.

PUBLIC HEARING – STEMKEN PARK CONDOMINIUM CONVERSION – 3200 DUTTON AVENUE – Subdivide a 5.96 gross acre site currently developed with 62 commercial rental units to allow 62 condominium units, with a common area – File Number MAJ09-001
Ex-Parte Disclosures:
All commissioners visited the site.
City Planner Bill Rose gave the staff report
Commissioner Bañuelos asked about Item #9 and the significant limits from the USA Subdivision Map and wants to know what kind of limits there are.
City Planner Bill Rose responded that parking for example was one area that could not enforce as it is an existing condition that will stand.
Applicant representative, Tom Newton gave a brief presentation.

Commissioner Bartley made a motion and Commissioner Cisco seconded to approve Resolution 11515: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA APPROVING THE STEMKEN INDUSTRIAL PARK CONDOMINIUMS TENTATIVE MAP LOCATED AT 3200 DUTTON AVENUE – FILE NUMBER MAJ09-001
