7. STAFF BRIEFINGS
This time is reserved for City staff to brief the Council on departmental issues of interest. No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration.
7.1 CENSUS 2010 COMPLETE COUNT STAFF BRIEFING
The decennial Census is set to occur on April 1, 2010. While the primary purpose of the census is congressional apportionment, the federal government also uses the census to determine allocation of funds to states and local governments. If traditional undercounts are again pervasive in 2010, California’s cities and counties could lose up to $5 billion dollars at a time when they can least afford it. The purpose of the staff briefing is to inform the Council and the public of the upcoming census mailer form and the importance of filling out the form and returning it right away.

10. CONSENT ITEMS
10.1 RESOLUTION -- STIMULUS II – JOBS FOR MAINSTREET- CITYWIDE OVERLAY PROJECT
This resolution, recommended by the Public Works Department, authorizes the filing of an application for American Recovery and Reinvestment Act (ARRA) Stimulus II program funding with the Metropolitan Transportation Commission (MTC) for the Citywide Overlay project.
10.2 ORDINANCE ADOPTION -- REPEALING EXISTING SANTA ROSA CITY CODE CHAPTER 6-32, MASSAGE ESTABLISHMENTS, AND ENACTING NEW CHAPTER 6-32, MASSAGE THERAPY, MASSAGE BUSINESS OR ESTABLISHMENT
This ordinance, introduced at the March 2, 2010 regular meeting, repeals existing Santa Rosa City Code Chapter 6-32, Massage Establishments, and enacts new Chapter 6-32, Massage Therapy, Massage Business or Establishment.
11. REPORT ITEMS
11.1 REPORT -- GOOGLE FIBER FOR COMMUNITIES REQUEST FOR INFORMATION
BACKGROUND: Google has just announced an experimental program targeted at providing ultra-high speed broadband service to homes and businesses in select communities across the country. Communities selected for the program will get an instant economic boost, both from the public awareness associated with the pilot program, as well as the strong incentive for businesses and homeowners to locate within a community served by an initiative as broad reaching as what Google has announced.
The Chief Technology Officer of the City of Santa Rosa is partnering with the Economic Development Department to submit the required Request for Information (RFI) response to Google on behalf of the City of Santa Rosa for the “Google Fiber for Communities” program. Cost to the City to complete the RFI will be minimal.
RECOMMENDATION: It is recommended by the Information Technology Department that the Council, by motion, authorize Staff to submit a RFI response to the Google Fiber for Communities project.
11.2 REPORT -- CONTRACT AWARD--DETURK ROUNDBARN RENOVATION
BACKGROUND: In May, 2008 the city entered into a professional services agreement with TLCD Architecture of Santa Rosa for design services for the De Turk Roundbarn Renovation project and in May, 2009 the CA Cultural & Historical Endowment approved a grant in the amount of $822,375 for the DeTurk project. The project was advertised on January 20, 2010 and eight bids received. Bids were opened on February 17, 2010.
RECOMMENDATION: It is recommended by the Board of Community Services and Recreation, Parks & Community Services Department that the Council, by resolution, award Contract Number 2009-006RP, De Turk Roundbarn Renovation to GCCI Inc., of Santa Rosa, in the amount of $2,076,300 and authorize a 15% construction contingency fund of $311,445 with the source of funds being CIP account No. 8476.
11.3 REPORT -- AGREEMENT CONVEYING A CONSERVATION EASEMENT WITH THE SONOMA COUNTY AGRICULTURAL PRESERVATION AND OPEN SPACE DISTRICT FOR BAYER NEIGHBORHOOD PARK AND GARDENS
BACKGROUND: This resolution authorizes execution of an agreement conveying a conservation easement over Bayer Neighborhood Park and Gardens with the Sonoma County Agricultural Preservation and Open Space District.
RECOMMENDATION: It is recommended by the Recreation, Parks & Community Services Department that the Council, by resolution, enter into an agreement conveying a conservation easement with the Sonoma County Agricultural Preservation and Open Space District for Bayer Neighborhood Park and Gardens.
11.4 REPORT – ORDINANCE AMENDING CHAPTER 10-32 – “POLITICAL CAMPAIGN REPORT REQUIREMENTS” TO INCLUDE ADDITIONAL DISCLOSURE REQUIREMENTS FOR INDEPENDENT CAMPAIGN EXPENDITURES
BACKGROUND: The proposed ordinance requires any person or entity making an expenditure of $500.00 or more which expressly advocates the election or defeat of a Council candidate or City measure, when the expenditure is not made at the behest of the affected candidate or committee, to notify the public of the expenditure by filing disclosure reports in accordance with established reporting procedures and deadlines set forth by the California Political Reform Act and Section 10-32.016 of the City Code. It further provides that those communications must clearly identify the name and contact information of the independent expenditure committee funding the message, and requires the names of the top three contributors to be listed on mailed messages. It also sets forth requirements for reporting the names of contributors.
RECOMMENDATION: Adoption of an ordinance amending Chapter 10-32 – “Political Campaign Report Requirements” to include additional disclosure requirements for independent campaign expenditures is a matter of Council discretion.
11.5 REPORT -- ORDINANCE ENACTING LOBBYIST REGISTRATION REQUIREMENTS
BACKGROUND: The proposed ordinance requires individuals receiving compensation expressly for the purpose of influencing administrative or legislative matters pending before the City to register on an annual basis with the City Clerk, and to file reports each time the lobbyist has been engaged by or terminated by a client. It sets forth filing fees to offset the cost of administration of the ordinance, and prohibits Council Members, Members of Boards and Commissions, and City staff from lobbying any City official, elected or appointed, for a period of one year following their employment or term of office with the City of Santa Rosa.
RECOMMENDATION: Adoption of an ordinance requiring registration and disclosures of lobbyist activities is a matter of Council discretion.
11.6 REPORT – CAMPAIGN DEBT RETIREMENT ORDINANCE
BACKGROUND: The proposed ordinance requires that campaign debt be retired within six months of an election with the exception of personal loans made by the candidate.
RECOMMENDATION: Adoption of an ordinance requiring retirement of campaign debt is a matter of Council discretion.
