REGULAR MEETING MINUTES
WEDNESDAY, OCTOBER 7, 2009

1. CALL TO ORDER AND ROLL CALL
Chair Much called the regular meeting of the Cultural Heritage Board to order at 2:32 p.m. on this day of Wednesday, October 7, 2009.

Absent: Jessen
2. PUBLIC APPEARANCES – None
3. STATEMENT OF ABSTENTIONS BY BOARDMEMBERS – None
4. SIGN PERMIT- JACKSON’S BAR & OVEN – 135 4th Street – Sign Permit for two new signs on a contributing building within the Railroad Square Preservation District.
City Planner Heather Hines gave a presentation. The sign proposal has been reviewed and approved by the Historic Railroad Square Association. Ms. Hines has communicated by email with Lynda Angell of the Association. The applicant made a statement and answered questions.

5. REPORT ITEM – Sonoma County Energy Independence Program
Ms. Hines reported on window-replacement issues in connection with the Sonoma County Energy Independence Program (SCEIP). While in many cases a building permit is not required for window replacement, one is required under the SCEIP program. In addition, a landmark alteration permit is always required if the building is in an historic district. The SCEIP program manager has agreed to add the question, “Are you in an historic district?” on the SCEIP application. In addition the Community Development Counter Technicians will ask applicants if they are participating in the SCEIP program.
6. REPORT ITEM – General Plan 2035
The General Plan Update was presented to the City Council, and the Cultural Heritage Board comments were submitted to the Council at that time. The Council asked Staff to respond to the comments when the item is returned to them.
7. REPORT ITEM – Merit Awards 2009
Neither of the Board’s Merit Award nominations was selected.
8. BOARDMEMEMBERS’ REPORTS
The Boardmembers made announcements and reported on items of interest to the Board.
9. DEPARTMENT REPORT
Ms. Hines reported on items of interest to the Board.
10. APPROVAL OF MINUTES
The Cultural Heritage Board minutes of June 17, 2009 could not be approved due to the lack of a quorum of participants from that meeting. This item was continued to November 4, 2009.
11. APPROVAL OF MINUTES
The Cultural Heritage Board minutes of August 5, 2009 were approved as submitted.
12. ADJOURNMENT
There being no further business before the Cultural Heritage Board, Chair Much adjourned the regular meeting at 3:45 p.m. to the regular meeting of Wednesday, November 4, 2009.
