CITY OF SANTA ROSA CULTURAL HERITAGE BOARD

REGULAR MEETING MINUTES

WEDNESDAY, FEBRUARY 4, 2009

2:30 P.M.

1. CALL TO ORDER AND ROLL CALL

Chair Much called the regular meeting of the Cultural Heritage Board to order at 2:30 p.m. on this day of Wednesday, February 4, 2009.

Present:          DeBacker, Flock, Garrett, Much, Stoural

Absent:            Nieto

Board Member Jessen arrived shortly after roll call.

2. PUBLIC APPEARANCES – None

3. STATEMENT OF ABSTENTIONS BY BOARD MEMBERS

Board Member Flock abstained in Item 7. The project is within his circle of economic influence due to proximity to his residence.

Board Member Stoural abstained in Item 7. The project is within her circle of economic influence due to proximity to her residence.

Board Member Jessen has done business with the applicant. However, since he is a sole proprietor (and is not, therefore, required to abstain) and since the matter before the board will not result in a binding decision, he will participate.

4. ELECTION OF VICE CHAIR

Board Member DeBacker nominated Board Member Flock to serve as Vice-Chair.

MOVED by Chair Much, seconded by Board Member Garrett, and carried with the following vote:

NOES:             (0)

ABSTAIN:        (1)        Flock

ABSENT:         (1)        Nieto

to elect Dan Flock as Vice-Chair. (At his request, he will serve just a one-year term.)

5. STUDY SESSION – LANDMARK ALTERATION PERMITS

City Planner Heather Hines led a study session regarding the landmark alteration permit process.

6. STUDY SESSION – CONCEPT REVIEW

City Planner Heather Hines led a study session regarding the concept review process.

7. CONCEPT REVIEW – FIRE REPAIRS AND ADDITIONS – Concept review of proposed exterior alterations of the house located at 655 Charles Street in the Burbank Gardens Preservation District - LMA 09-002

City Planner Heather Hines gave a presentation. The applicant, Toni D’Angelo, and the applicant representative, Mark Mills Thysen of Marsh Andersen and Associates, addressed the Board.

Board Member Garrett visited the site.

Board Comments

  1. The Board supports the front porch restoration. It is a true restoration project.
  2. The Board supports the reconfiguration of the interior as it affects the placement of the windows. The overall concept is acceptable.
  3. The Board Is not concerned about the back of the building.
  4. Create differentiation between the addition and the existing house, to show that the addition is “now” and not part of the past.
  5.  True wood windows would be the best solution. However, the windows presented appear to be an acceptable solution with the caveat that if there are other options available to get a truer-looking divide, that should be pursued.
  6.  Regarding the exterior pop-out for the fireplace, the least exterior-projecting solution, the better.
  7. Differentiate the pop-out from the surrounding wall. Consider using a material denoting the use as a fireplace.

8. BOARD MEMBER ASSIGNMENTS

Preservation District and Committee assignments were discussed. The Members of the Board agreed to the following continued and new Preservation District assignments:

  •  Olive Park PD and West End – Flock
  • Railroad Square –
  • St. Rose – DeBacker
  • Cherry Street PD – Much
  • Burbank Gardens PD – Stoural

9. BOARD MEMBERS’ REPORTS

The Members of the Board made announcements and reported on items of interest to the Board.

10. DEPARTMENT REPORT

Heather Hines reported on items of interest to the Board.

11. APPROVAL OF MINUTES

The Cultural Heritage Board minutes of January 21, 2009 were approved as submitted.

12. ADJOURNMENT

There being no further business before the Cultural Heritage Board, Chair Much adjourned the regular meeting at 5:12 p.m. to the next regular meeting of Wednesday, February 18, 2009.
