10.1    DOWNTOWN PROGRAM UPDATE

BACKGROUND:  In January 2007, the Redevelopment Agency created the Downtown Program within the Economic Development and Housing Department, an action which was shortly afterward confirmed by the City Council.  The goal of the Program is to proactively and collaboratively deliver programs and services that enhance the vitality of the Downtown.  The purpose of this report is to provide an update to the Agency on projects and accomplishments of the Downtown Program.

RECOMMENDATION:  The Department of Economic Development and Housing recommends that the Redevelopment Agency hear an update on the activities of the Downtown Program.

10.2    AT&T SITE MARKET ANALYSIS, PUBLIC POLICY OBJECTIVES AND NEXT STEPS, 520 THIRD STREET

BACKGROUND:  At the direction of the Agency and Council, staff has convened a team to investigate physical and economic opportunities and constraints of the AT&T site.  Opportunities include the ability to make physical changes to the structure, including window openings and architectural façade improvements; and challenges to development of the site including limited site access, the fiscal reality of the current real estate and financial markets, and the limitations of Agency financial resources.

The next step in the process is for the Agency to identify public policy objectives for the site.  Several public policy objectives have thus far been identified and are presented and analyzed within the context of the opportunities and constraints analysis.    

There are several alternatives for subsequent steps in the process, including 1) issue a Request for Qualifications alone or in conjunction with a Request for Proposals to test the market for and analyze feasibility of a potential project; 2) invite a panel of Urban Land Institute experts to further study our downtown and/or the site; or 3) wait for the market to stabilize, possibly with interim uses.   

Staff has received requests from interested parties to access the building.    Staff has postponed these requests until the Agency has determined if tours should be conducted in advance of a possible RFQ / RFP process with set objectives and, if so, until the Agency has approved a prudent and consistent process to conduct tours.

RECOMMENDATION:  It is recommended by the Economic Development and Housing Department that the Redevelopment Agency, by motion,

1) provide direction on public policy objectives; 2) request a joint study session to discuss the matters considered by the Agency on May 19, 2008, and to receive comments from the public and members of the Council, 3) test the market by issuing either an RFQ or a combined RFQ/RFP, and 4) determine that all access, other than by Agency or City officials and their consultants, shall be scheduled and conducted with Agency staff presence and prudent safety measures in place, following issuance of a solicitation by the Agency relating to potential development of the building or the site.
