Guests: Mayor Bob Blanchard, Councilmembers Jane Bender and Susan Gorin, Emergency Preparedness Coordinator Paul Hess
The meeting was called to order by Chairman Dibble. He introduced the Mayor and the two Council Members and asked the Mayor to say a few words.
Mayor Blanchard stated that he was very interested in having the CAB work with Paul Hess, Emergency Preparedness Coordinator, to expand the COPE program throughout the community. He felt it provided not only a great way to expand the program but a perfect opportunity for CAB to meet potential neighborhood leaders and develop new connections and relationships in the community. Councilmember Bender explained that this fit perfectly with the effort to outreach to seniors and the disabled community. Councilmember Gorin stated she feels it is important for the City Council to be out in the community promoting this program, and would be interested in hearing from the CAB about challenges and barriers they might see.
Paul Hess showed the new video which explains the program.
Lee asked each CAB member if they were interested and committed to working on this project. He also explained it doesn't need to be the only project that the CAB works on but could be a major focus. Each CAB member weighed in on the question. Some questions that arose:
What is the expectation for CAB and its involvement?
What is the bigger picture of what the City is doing for emergency preparedness?
Is there a way to provide incentives for volunteers?
ACTION: Lee, Pat and Paul will come up with a strategy to involve CAB in the process.
RECREATION STRATEGIC PLAN
Pat reviewed the handout and request for recreation and parks for CAB's involvement in the public involvement/outreach effort. The following members indicated an interest:
Chris is interested in the Bike Path planning group.
Allison will serve on the Northwest planning group.
Lois will serve on the Community Advisory Committee and the downtown planning group.
ACTION: Be sure CAB is notified of the various meetings so they can attend, even if they are not part of the official team.
ACTION: Staff will check on how this outreach effort is similar to the Bike/Pedestrian effort and Recreation Strategic Plan and if there are ways to combine the outreach.
ACTION: CAB needs to be notified of the Bike Master Plan outreach meetings.
OTHER
Councilmember Gorin asked if the CAB was interested in doing some strategic planning and some leadership development. After some discussion, the group remains undecided. However, there was a discussion about the need to reformat the agenda to make sure that ACTION items are up front and there is follow up from each meeting and that the minutes should be submitted more timely.
ACTION: Agenda will be formatted to include ACTION items up front for follow-up.
ACTION: Staff will send out an email asking if anyone is interested in helping on the executive committee.
ACTION: Agenda items for next meeting: Distribution Process for the Improvement Grant application and reforming the executive committee.
ACTION: Staff will find out why CAB is an A reporter to FPPC.
ACTION: Staff will find out what legal requirements there are if CAB members are representing an entire area or just the 500 feet like Council.
