Mayor Wright called the meeting to order at 3:45 p.m. in Council Chambers. Present: Mayor Wright, Vice Mayor Bender, Councilmembers, Rabinowitsh, Martini, Condron and Blanchard. Absent: Councilmember Evans.

City Attorney Farrell announced that the Council had met in closed session regarding item 3.1 as listed on the agenda. He stated no action was taken and there were no announcements to be made.

11. REPORT ITEMS
11.1 REPORT - PROCEDURE FOR REAPPOINTMENT TO BOARDS AND COMMISSIONS (CONTINUED FROM OCTOBER 26, 2004 REGULAR CITY COUNCIL MEETING) 4:29:59 PM
City Manager Kolin made the staff presentation, outlining the proposed policy which incorporates previous direction from the Council. Council directed that the draft policy be further amended to remove the requirement that Board and Commission members with expiring terms who wish to be appointed so indicate by letter to the Council; and to include the February 1 effective date reference in the policy; and to return the final policy for Council approval.
MOVED by Vice Mayor Bender, seconded by Councilmember Blanchard, carried 6-0-1 (Councilmember Evans absent), to adopt the reappointment procedures as amended, with the amended policy to be placed on a future agenda for final Council adoption.

13. MAYOR'S/COUNCILMEMBERS' REPORTS 4:41:14 PM
Councilmember Blanchard reported on a recent family visit.
Councilmember Condron reported on the Economic Development subcommittee meeting and a meeting she had attended organized by the North Bay Business Journal regarding North Bay's health care crisis in which assistance is being sought from local elected officials; and announced an upcoming strategies conference on community alcohol policies.
Councilmember Martini announced Ross Liscum had submitted his resignation from the BPU and confirmed that he could make an immediate appointment.
Teen Council member Carnone reported on recent Teen Council activities.
Vice Mayor Bender stated she had received Marilyn Boyd's resignation from the Burbank Home and Gardens Board; reported on the Black Sea Gallery's ribbon cutting ceremony; reported on the Race Equality dinner event; announced she would be attending the Mayors and Councilmembers dinner, the Housing Coalition meeting and with City Attorney Farrell would be traveling to Berkeley and Oakland to see what those cities are doing regarding problem alcohol sales.
Councilmember Rabinowitsh reported on the Prince Greenway Walk/Run and Greenway dedication event; and reported he had been contacted by a citizen regarding involvement from the handicapped community on street and sidewalk projects, such as the diagonal parking on Fourth Street. City Manager Kolin stated he would ask Deputy City Manager Scoles to follow up on the inquiry.
City Manager Kolin briefed the Council on the November 23 orientation for new Councilmembers.
City Attorney Farrell reported that Assistant City Attorney Mike Casey would also be attending the alcohol class Councilmember Condron had announced.
Mayor Wright also reported on the Prince Greenway dedication event which was also attended by state and national officials and dignitaries; reported on the Veterans Memorial dedication event; and reported that she had been contacted by a doctor relocating to Petaluma from Yuba City who asked if the City would like the wooden City Hall sign, stolen by his father and friends 40 years ago from City Hall as a prank, returned.
11.2 REPORT - REZONING - 3745 & 3883 AIRWAY DRIVE 4:59:45 PM
Clare Hartman, City Planner, made the staff presentation, displaying the site map and surrounding land uses and described the project site and the request to rezone 15.85 acres from the L-O-PD-G District to the CO-G District.

MOVED by Councilmember Rabinowitsh, seconded by Councilmember Martini, carried 6-0-1 (Councilmember Evans absent), to introduce and waive the reading of the text of the ordinance in Item 11.2 as follows:
ORDINANCE ENTITLED: ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING CHAPTER 20 OF THE SANTA ROSA CITY CODE – RECLASSIFICATION OF PROPERTY LOCATED AT 3745 AND 3883 AIRWAY DRIVE (TWO PARCELS), FILE NUMBER REZ04-022
11.3 REPORT - PREZONING - PROPOSED ANNEXATION SESR 2-04 5:05:36 PM
Clare Hartman, City Planner, made the staff presentation, explaining the purpose of the annexation request is to allow for possible future expansion of the gravesite area that already exists in that general area, noting access would be from Bennett Valley Road.
