Chairperson Galvin called the meeting to order at 5:36. Minutes were approved with one clarification...the form that is referred to is the action log.
ASSET MAPPING
NW: Donna reported she, Steve, Monica and Caroline met and decided to develop a paragraph that explains what the CAB does and includes the questions from Annette Townley. They will be contacting the neighborhood groups and walking door to door in the NW.
NE: Mike indicated the same flyer would be useful in the NE.
CAPITAL IMPROVEMENT PROGRAM
Rick Moshier, Director of Public Works, explained he welcomed the CAB involvement since historically it was difficult to get the public interested. He distributed a summary of CIP projects for 04-05 and charts that showed the sources of funds and categories of spending. The CIP process generally begins in January when Departments get a first look at the funding that will be available through the various sources for CIP projects. Public Works uses a data based program to determine where pavement improvements will be made. They also take citizen comment throughout the year about specific capital needs. Those are analyzed and put into the mix for funding priority. The CAB could help get input from the broader community about their wish list by November. He indicated that the CAB input process will strengthen the grant application process for specific projects.
ACTION: Pat will find out more about history of CIP--when it started and why.
Recreation and Parks
Rich Hovden and Lisa Grant presented the Parks portion of the CIP. They explained their process was very similar to Public Works, with the addition of the Board of Community Services that was charged with reviewing parks projects and getting public input into the parks CIP. Parks funding is also more limited to developer fees, (1/3 for zone, 1/3 community park, 1/3 rehab), grants, redevelopment and fees (golf course). It takes about $275,000 to develop an acre of park. They get parks either by developers building the park and then turning it over to the department for maintenance, or they gather enough money to develop the parks. Right now the department is land rich and development poor.
The CAB recognized that when they went to the community there needed to be a recognition of the constraints that the city is facing.

ACTION: David would like printed copy of the CIP.
ACTION: At the next meeting CAB will discuss the process for input on CIP. One suggestion was that we go to the community and ask for their help in securing resources for parks in particular.
ACTION: Staff will get Eugene information on Recreation's Gang Prevention Programs.
ONE MEETING PER MONTH
After discussion, the group decided that they will meet twice in August to make sure they had time to develop the outreach and input process and then potentially go to one meeting per month.

ACTION: CAB members will get back to Pat directly with suggested changes. She will bring revised form to the next meeting.
ACTION: Dan suggested CAB members think about whether they want to do subcommittee work.
NEW BUSINESS
Sally requested that when CAB members were talking to neighborhood groups, they reinforce the neighborhood leaders forum as a networking and educational tool. David suggested that CAB representatives could attend the Neighborhood Leaders meeting and at each meeting have one area prepared to give a report on what is going on in their area. That might encourage people from the area to attend.
Alan reported he met with the Press Democrat and would be prepared at the next meeting to share more information.
ACTION: Pat will bring her digital camera to the next meeting for website photos..so look your best!!!
