Minutes
5/26/04

Present:  Amy Bolten, David Johnson, Dan Galvin, Mike Arendt, Paul McKairnes, Donna Zapata, Caroline Banuelos, Sally Mullen, Nick Caston, Mike Behler, Steve Miksis, Alan Milner, Eugene Mijares, Sam Rosales

Excused Absence: Ai-Chu Wu, Nancy Wang, Paul Donaldson, Trey Dunia

Absent: Monica Baldenegro, Mark Bodenhamer, Benita Kimball

Chairman Galvin called the meeting to order at 5:30 sharp. There were no personal appearances. The minutes were approved with one change in the spelling of Mike Arendt’s last name in the Welcome paragraph.

Asset Mapping Reports
SW: Trey was sick and was unable to make the report.
NE: Mike said that he was planning to meet with four community members that St. Joseph identified.
NW: Northwest reps meet tomorrow night.
SE: Alan reported the SE reps met with Chuck Regalia about Farmers Lane and other potential issues that are coming down the pike in the SE.
Alan stated he felt the discussion further pointed out the need for the CAB to have a marketing plan.
Dan indicated that Chuck has a better understanding of the CAB and encouraged other members to use staff as a resource and not be afraid to call and set up appointments with city staff.

ACTION: Staff will get a copy of the General Plan Update map to each CAB member.

Eugene said he received a letter concerning the proposed alcohol ordinance and asked if other CAB members also received a copy. Several indicated they had. Eugene and Donna both stated they felt it was important to get broader community input on the proposed ordinance before it goes to City Council.

ACTION: Staff will follow up with Police and invite them to attend a CAB meeting concerning this issue.

HOMELESS USE PERMIT
Trey was not present, but Dan and Paul M. reported that the conditional use permit was approved.  Steve commented that the CAB may want to keep their “radar on” as discussions occur about the need for services at the shelter. The CAB discussed Stuart Keihl’s letter to the editor and whether to send a response. After discussion they agreed that a “Close to Home” article talking about the CAB and their work plan would be helpful.
ACTION: Steve volunteered to draft a “Close to Home” article to share with the group.

NEIGHBORHOOD LEADERS
Sally indicated the most important thing was that CAB members get to know the leaders and be able to use them as resources.

ACTION: Make sure that the former CAT members and CAB were on the Neighborhood Leaders distribution list.

ACTION: Send Steve the Neighborhood Leaders data base list.

NORTH BAY CONSENSUS COUNCIL TRAINING OPPORTUNITY
Steve shared he was on the Board for North Bay Consensus Council and explained their mission was very similar in some ways to the CAB. Annette Townley, the Executive Director, has offered to provide training to the CAB on assessment techniques as well as consensus building methods. She also could do training on the “collaborative approach” so that as the CAB reported back to City Council the information that was gathered was done in a similar way.

ACTION: Staff will work with North Bay to see if they could provide training at the CAB’s next meeting on June 9.

CAB REPORTS
Dan reported that he met with Sharon, Jeff and Pat and discussed the progress of the CAB and potential areas where the CAB could assist the Council. Pat presented a time line that included community input on Courthouse Square, the Capital Improvement Program and the Strategic Plan.

ACTION: Staff will provide the CAB with copies of the Strategic Plan reports so they can get a better sense of the work product.

ACTION: Be sure to invite Mike McCoy to the joint CAB/CC meeting.

ACTION: Include new business on each agenda.

Question was asked if the CAB had a policy about talking to the media and if there was a spokesperson designated. After discussion the CAB agreed it was important to be accessible that if a member was asked a question, if it was not a decision by CAB they needed to make sure the reporter understood that they were speaking as an individual and not for the CAB.
