Mayor Condron called the meeting to order at 5:04 p.m.

Mayor Condron announced that the City Council has proclaimed Wednesday, November 8, 2000 World Town Planning Day and presented the proclamation jointly to Lois Fisher of Hall & Fisher, Pat Collins of Parsons, Harland, Bartholomew & Associates, Wayne Goldberg, Director, Department of Community Development, and Lisa Kranz, City Planner

8. APPROVAL OF MINUTES - Regular City Council meeting of October 31, 2000.

Moved by Councilmember Wright, seconded by Councilmember Vas Dupre, carried unanimously to approve the Regular City Council meeting of October 31, 2000 as presented.

Councilmembers Evans and Rabinowitsh abstained from item 10.4.

Moved by Vice Mayor Martini, seconded by Councilmember Runyan and carried unanimously to adopt and waive the reading of the text of the ordinance identified in item 10.1

Moved by Vice Mayor Martini, seconded by Councilmember Runyan and carried unanimously to adopt and waive the reading of the text of the resolutions identified in items 10.2 through 10.3

Resolution number 24606, entitled: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA VACATING THE PUBLICRIGHT-OF-WAY LOCATED EAST OF LOTS 27, 28, 29 AND 40 CODDINGTOWN SUBDIVISION #10, PURSUANT TOREQUIREMENTS OF STREETS AND HIGHWAYS CODE SECTION 3800 ET. SEQ. FILE NUMBER VAC99-00.

Resolution number 24607, entitled: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING MAP FORSUBDIVISION ENTITLED MARV'S MEADOWS AND ACCEPTING ALL OFFERS OF DEDICATION CONTAINED THEREON

Moved by Vice Mayor Martini, seconded by Councilmember Runyan, carried 5-0-2 (Councilmembers Evans and Rabinowitsh abstaining), to adopt and waive the reading of the text of the resolution identified in item 10.4

10.4 RESOLUTION - CONFIRMING APPOINTMENT TO THE MOBILE HOME PARK POLICY BOARD

Resolution number 24608, entitled: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA MAKING ANAPPOINTMENT TO THE MOBILE HOME PARK POLICY BOARD

This resolution confirms the appointment of Sally Crain to the Mobile Home Park Policy Board for a term to expire on November 7,2001.

Moved by Councilmember Runyan, seconded by Councilmember Evans, carried unanimously, to adopt and waive the reading of the text of Resolution number 24613, entitled: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA STATING THEINTENTION TO APPROVE AN AMENDMENT TO THE CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THECALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE COUNCIL OF THE CITY OF SANTA ROSA

Cliff Vaniman, Fire Marshall, reported this item to the City Council, noting that the report shall be modified by the removal of one parcel. See minutes for details.

14.3 Letter from Larry Barnett, City of Sonoma, re: Sharpshooter Work Plan

The Sharpshooter Work plan is on today's County Supervisor agenda. Council agreed to wait until it is known what action the Supervisors take on this item, and concurred to place a letter (distributed to Council by Mayor Condron) from Sonoma County Grape Growers Association, which letter also refers to the Sharpshooter Work plan, on the Written Communications portion of the next City Council meeting agenda.

14.4 Letter from Irma Ramirez re: School Zone

This item was referred to Traffic Engineering, and a response from the Mayor will be sent to Ms. Ramirez and copied to Council. The holiday weekend placement of a traffic (miles per hour) trailer to determine school traffic will be researched and reported back to Council.

14.5 Letter from Wayne & Jeanette Yocus re Stop Signs

Referred to Traffic Engineering, with a response from the Mayor to be sent.

14.6 Letter from Altshuler, Berzon, Nussbaum, Rubin & Demain re Hotel-Conference Center Project

This item was previously discussed in today's Special Joint meeting of the City Council and the Redevelopment Agency.
