INTRODUCTIONS – Steve Dittmer, CSR Public Works; Bill Adams, Sonoma County, Rodger Doncaster, American Red Cross; Randy Lopez, CSR Public Works; Stan Gow, Citizen; Sara Gierock, CSR Facilities; Ed Buonocorrsi, CSR Emergency Operations Coordinator; Camron MacDonald, CSR Facilities; Patti Salomon, CSR Attorney’s Office; Michael Ivory, CSR Transit Operations; Eileen Allen, CHD; Jeff Billiness, REI; Yvonne Giles, REI; Maryann Cyrtone, REI: Richard Ruge, DP4VP; Tim O’Leary, PUG; Beryn Brown, Redwood Empire Council of Blind; Bob Cuneo, citizen; Michael Whitaker, CSR Building Official; April Wick, DSLC; Mardell Kuntzelman, CSR ADA Coordinator Michael Whitaker advised the group that the State conducted a survey of architects and building officials to determine if it should continue to follow the Accessibility Standards under State Title 24 or follow the new 2010 Federal Accessibility Standards. It has been decided that the 2010 Federal Standards would be used in the future eliminating the problems that have been caused by the variances between State and Federal Accessibility Standards. Mardell Kuntzelman advised the group that she is in the process of writing a draft ADA Transition Plan Annex to address the new requirements under the 2010 ADAAA. She will be asking the community group to review the document and give feedback at a meeting sometime in June or July. Once City Staff has finalized the draft and the public has been given the opportunity to make comment on it, she will be taking it to City Council for approval. 2. CITY EMERGENCY OPERATIONS PLAN UPDATE – Ed Buonaccorsi advised the group on the Table Top Emergency Planning City Staff has been going through over the past 6 months. In December designated staff went through the American Red Cross (ARC) Shelter Operations training. It includes a functional need assessment and how to accommodate people with needs, such as keeping their service dogs with them. City Emergency Operation Plans can be viewed at the City’s web site at: http://webeditor7/emergency/Pages/default.aspx Rodger Doncaster advised the group that the ARC is in the process of surveying all shelters for accessibility. He invited City and County staff to assist with the survey. There is a fairly simple check list a person can use that identifies how accessible a facility will be for someone with a disability and will help to direct citizen to a facility that will meet their needs. Mardell shared with the group a “grab and go” bag that the ARC has to help citizen’s be prepared for a disaster that might displace them. It has some first aid items in it and can be used like a back pack. Rodger told the group that when he makes disaster preparedness presentations to groups, he will have some of these bags available to hand out. Richard Ruge asked Ed to explain the City’s COPE Program. Ed explained that this is the City’s Citizens Organized to Prepare for an Emergency. Training is offered through the Fire Department. Ed had the informational booklet and a CD in English and Spanish available in the back of the room along with a “go kit” that includes a back pack like material bag and some goodies that would be helpful in the event of an emergency. 3. UPDATE ON FACILITIES IMPROVEMENTS AND SELF SURVEY COMPLETION – Camron MacDonald – The City is working through a five year plan to improve accessibility features in City buildings and parks. She went through some of the improvements that have been completed over the past 6 months. CURB CUT/RAMP IMPROVEMENTS IN 2011 & PROJECTS FOR 2012 – Steve Dittmer covered locations that have new curb cut installations to improve accessibility at cross walks. He explained the process to get a curb cut added and how to make a request for a curb cut. Information on how the City prioritizes curb ramps, a list of the identified Top 100 Curb Ramps, and to report a sidewalk problem can be found on the City’s ADA Web Site at: http://webeditor7/departments/hr/riskmanagement/ada/Pages/default.aspx 5. TRANSIT MALL TEMPORARY RELOACTION – Michael Ivory advised the group that the Transit Mall will be temporarily relocated to 1st Street between Santa Rosa Avenue and D Street by City Hall and the City Hall Annex. Only bus traffic will be allowed on this portion of 1st Street. Accessible features are being added to provide a mid block crossing at this location and on street parking will be temporarily removed. There will be extra Bus Representatives working during the temporary relocation to assist bus patrons and a large accessible portable restroom facility for public use. Transit Division is expecting the remodel of the current Transit Mall to be completed in September 2012 and for the area by City Hall to be restored to its original configuration with on street parking. PUBLIC COMMENTS April Dawson said that she is starting an advocacy group at DSLC.
