NON-RESIDENTIAL SOURCE CONTROL PROGRAM

General Non-Residential Source Control Program Information

The Environmental Compliance Section administers the Non-Residential Source Control Program which allows the City to regulate, inspect, and permit specific types of business sectors that are connected to the Subregional Wastewater Collection System.  This program encompasses businesses located within the cities of Santa Rosa, Rohnert Park, Sebastopol, Cotati and South Park County Sanitation District who are our Subregional partners.

The objectives of the Non-Residential Source Control Program include:

• The elimination and reduction of point sources and non-point sources of conventional pollutants, pollutants of concern, and emerging pollutants of concern that are discharged or potentially could be discharged by businesses into the Subregional Wastewater Collection System.

• The elimination of the sources of storm water pollution that are associated with non-permitted outdoor business activities; and

• The promotion and implementation of pollution prevention initiatives and best management practices with local businesses. 

Types of Businesses Included in the Non-Residential Source Control Program and the Constituents of Concern Associated with Each Business Sector:

• Dry Cleaning Plants and Laundries Services - The constituents of concern with this business sector include dry cleaning solvents, including perchloroethylene “PCE” and petroleum hydrocarbons.

• Food Establishment Services (Restaurants, Fast Food Establishments, Caterers, Bakeries, Donut Shops, Halls and Auditoriums with kitchens, and any other businesses that do commercial cooking or food preparation) - The constituents of concern with this business sector include: Fats, oils, greases, and storm water pollutant(s).

• Machine Shops (with parts cleaning and/or tumbling) - The constituents of concern with this business sector include metals, solvents, and storm water pollutant(s).

• Dentists - The constituents of concern with this business sector include mercury, silver, and glutaraldehyde.

• Printers and Graphic Art - The constituents of concern with this business sector include solvents, silver, and other metals.

• Photography: Film Processing and/or Dark Rooms - The constituent of concern with this business sector includes silver.

• Vehicle Related Businesses (Automotive, Aircraft, Motorcycle, Boat, Truck, or Tractor): Auto Repair, Auto Body Repair, Radiator Shops, Car Washing, Detailing, Painting, and other vehicle service facilities. The constituents of concern with this business sector include metals, solvents, hazardous wastes, and storm water pollutant(s).

• Mobile and Surface Cleaners - The constituents of concern with this business sector include storm water pollutant(s).

Non-Residential Discharge Permits contain specific conditions and prohibitions on the types of materials that can be discharged into the Subregional Wastewater Collection System as well as conditions and prohibitions on the types of outdoor business activities that can be sources of storm water pollution. 

Applicable Non-Residential Discharge Permit Fee(s)

At this time there is no fee(s) associated with new Non-Residential Discharge permits or Non-Residential Discharge permit renewals.
