Boards, Commissions and Subcommittees

Board of Public Utilities
The BPU has general policy authority and direction over the management and operation of the City's water and sewer utilities.  The Board also directs other utility operations managed by the City and utilities owned or operated by the City.

Technical Advisory Subregional Committee

The Santa Rosa Subregional Wastewater Treatment Plant and Water Recycling Facilities were establised by Agreement in April 1975. 

The Subregional Technical Advisory Committee (TAC) is comprised of one staff member from the City of Santa Rosa, the City of Rohnert Park, the City of Cotati, the City of Sebastopol and the South Park County Sanitation Agency. 

The Subregional TAC representatives make decisions on construction, operation and maintenance, budget, finance and use of the Santa Rosa Subregional System.  They typically meet the second Wednesday of the month at the Laguna Treatment Plant and the meetings are open to the public.  Please check the website for times and dates posted.

Water Conservation Subcommittee
This subcommittee provides guidance on the implementation of the City’s Water Conservation Program, reviews and approves the goals and projects of the Water Conservation Program, develops and recommends water management policies and regulations, evaluates new water saving technologies and promotes public education regarding water conservation.  The subcommittee generally meets on a quarterly basis and consists of three members from the Board and city staff from the City Manager’s office, the Administrative Services Department and the Utilities Department. Currently, Boardmembers Lowe, Holt and Meechan serve on the subcommittee.

Contract Review Subcommittee
This subcommittee reviews and makes recommendations to the full BPU on new and ongoing consultant contracts, including but not limited to, the Geysers Recharge Project and Incremental Recycled Water Program (IRWP).  The subcommittee reviews contracts that are considered to be complex and require additional review so a recommendation can be given to the full Board. Currently, Boardmembers Galvin, Lowe and Swinth serve on the subcommittee. 

Budget Review Subcommittee
This subcommittee meets to review budget and other financial matters as desired by the Chair and staff.  Currently, Vice Chair Gale and Boardmembers Galvin and Meechan serve on the subcommittee.
