Proposition 218 Public Hearing Notice  for Water and Sewer Service Charge Increase

New service charges, if adopted, will go into effect on or after February 14, 2014. The proposed service charge increases are as follows:

       Effective on February 14, 2014

  • Increase potable and recycled water fixed charges 5% (which, when combined with the projected wholesale pass-through rate increase in July 2014, should result in an average water rate increase of 3%)
  • Increase wastewater fixed and user charges 3.5% each

       Effective on January 1, 2015

  • Increase potable and recycled water fixed charges 5% (which, when combined with the projected wholesale pass through rate increase in July 2015, should result in an average water rate increase of 3%) 
  • Increase wastewater fixed and user charges 3.5% each

Reasons for Proposed Increases

The service charge increases are necessary to cover the rising costs of services and supplies including:

  • Repairing and upgrading aging water and sewer infrastructure
  • Increased costs of energy to pump, treat, and deliver water
  • Increased costs associated with implementing regulatory requirements
  • Increased costs for purchase of water (wholesale pass-through rate) from the Sonoma County Water Agency
  • A decision to phase in more cash funding and less bond funding for capital improvements at the Laguna Water Resource Recovery Facility, which will save money over the long term.

Public Hearing

Santa Rosa City Council will hold a public hearing to consider the recommendation from the Board of Public Utilities to adopt increases to the water, recycled water, and wastewater service charges at the following date, time, and location:

TIME:                At or after 5:00 PM

LOCATION:     Santa Rosa City Council Chamber, City Hall

                          100 Santa Rosa Avenue, Santa Rosa, CA

Protesting the Service Charge Increases

  • Attend the Public Hearing (See meeting information above)
  • Submit a written protest by mail or in person to the City Clerk's Office before or during the public hearing (cannot be postmarked).
