Measure M
Sonoma County instituted a 1/4 cent sales tax with the passage of Measure M in 2004. Through a public process involving the cities, Sonoma County, Caltrans, and members of the public, the SCTA has developed a transportation strategy for our county. Click here to view SCTA Measure M Annual Report.
Local Streets Rehabilitation
Measure M provides 20% of its revenues for Local Street Rehabilitation. Rehabilitation funds are used on maintenance activities such as pothole repair, slurry seals, and overlays. In fiscal year 2005-2006 $503,000 was distributed to Santa Rosa for reconstruction and overlay programs. $303,000 was used to overlay sections of Bethards Drive, Lomitas Avenue, Montgomery Drive, Northpoint Parkway, South E Street, and Sebastopol Road. The remaining $200,000 was used to reconstruct W. 9th Street and W. Steele Lane.
Local Streets Projects
Local street projects were allocated 20% of the total revenues over the life of the Measure M program. The following projects are identified in the Measure M Strategic Plan.
Farmers Lane Extension
The City of Santa Rosa received an appropriation of $437,000 towards the purchase right-of-way for the planned extension of Farmers Lane from Highway 12 to Petaluma Hill Road at Yolanda Avenue. The project construction is estimated to be complete by December 2011.
Hearn Avenue Improvements
The City of Santa Rosa received an appropriation of $300,000 to begin purchasing right-of-way and designing the Hearn Avenue improvements.
Phase I - Phase I of the project would add turn lanes and widen the Santa Rosa Avenue approaches to the Hearn Interchange and would include Intelligent Transportation System components. The project construction is estimated to be complete by July 2009.
Phase II - Phase II of the project would widen Hearn Avenue from the overcrossing to Dutton Avenue, including improvements to the intersection of Hearn and Corby Avenues. The project construction is estimated to be complete by October 2008.
Bicycle and Pedestrian Projects
Bicycles and pedestrian projects were allocated 4% of the total Measure M program revenues. The following projects are identified in the Measure M Strategic Plan.
Santa Rosa Creek Trail
The City of Santa Rosa received an appropriation of $35,000 for initial scoping, environmental and design services to provide access and to extend the Class 1 multi-use path from Streamside Drive to Mission Boulevard along Santa Rosa Creek. The project construction is estimated to be complete by December 2007.
Highway 101 Bike/Pedestrian Overcrossing Feasibility Study
The City has received an appropriation of $50,000 to perform a feasibility study to develop and evaluate alternate locations and costs for a bike and pedestrian crossing over Highway 101 within the vicinity of Santa Rosa Junior College. The final study report is estimated to be complete early 2009.
