Spill Prevention Control and Countermeasure (SPCC)
Under Title 40, Part 112, of the Code of Federal Regulations, a facility is required to complete a Spill Prevention Control and Countermeasure (SPCC) plan if they have aboveground storage tanks or 55-gallon drums containing greater than or equal to 1,320 gallons on site (California H&SC, Chapter 6.67, section 25270.3).
The SPCC plan requires facilities to develop and implement a site-specific plan to address;
· Containment and procedures to prevent oil discharges
· Proactive control measures to keep an oil discharge
· Effective counter measures to contain, clean up, and mitigate any oil discharge
On October 7, 2010, the United States Environmental Protection Agency amended the date for facilities to update or prepare and implement their SPCC plan. The new compliance date is November 10, 2011. It is owner/operators responsibility to ensure that a plan is in place and that it has been implemented by November 10, 2011. The SPCC is a required element that will be reviewed by one of our Fire Inspectors during site inspections.
Facilities with 10,000 gallons or less of petroleum product and no single tank larger than 5000 gallons qualify as a Tier 1 facility for SPCC purposes. Tier 1 facilities can complete and self certify their own SPCC plan. Tier II facilities are those with 10,000 gallons or less of oil, and a single container exceeding 5,000 gallons. Tier II facilities can also complete and self certify their own SPCC plan. Below, you will find the links to the Tier I & II SPCC templates that are available for your use.
