Create your facility's Hazardous Materials Inventory or Building Occupancy reports online with the California Environmental Reporting System (CERS). This service is available at no cost for your use when approved by your local fire, environmental or hazardous materials regulatory agency. The Santa Rosa Fire Department is a CERS member agency and does approve its use.

CERS (California Environmental Reporting System)
If you are a participant in the Santa Rosa Fire Department’s Hazardous Materials Program (CUPA program), you must now submit a current HMMP (Business Plan) online through the CERS Website.  Regardless of the submittal date of your last paper Business Plan,  please complete the online submittal.

In an effort to assist Businesses with the CERS program, the Santa Rosa Fire Department compiled helpful links on how to complete your Hazardous Materials Business Plan online.   The links are at the right of this page under "Haz Mat - CERS Links." Spill Prevention Control and Countermeasure (SPCC)

Under Title 40, Part 112, of the Code of Federal Regulations, a facility is required to complete a Spill Prevention Control and Countermeasure (SPCC) plan if they have aboveground storage tanks or 55-gallon drums containing greater than or equal to 1,320 gallons on site (California H&SC, Chapter 6.67, section 25270.3).

The SPCC plan requires facilities to develop and implement a site-specific plan to address;

·         Containment and procedures to prevent oil discharges

·         Proactive control measures to keep an oil discharge

·         Effective counter measures to contain, clean up, and mitigate any oil discharge

On October 7, 2010, the United States Environmental Protection Agency amended the date for facilities to update or prepare and implement their SPCC plan. The new compliance date is November 10, 2011.  It is owner/operators responsibility to ensure that a plan is in place and that it has been implemented by November 10, 2011.  The SPCC is a required element that will be reviewed by one of our Fire Inspectors during  site inspections. 

Facilities with 10,000 gallons or less of petroleum product and no single tank larger than 5000 gallons qualify as a Tier 1 facility for SPCC purposes.  Tier 1 facilities can complete and self certify their own SPCC plan.   Tier II facilities are those with 10,000 gallons or less of oil, and a single container exceeding 5,000 gallons.  Tier II facilities can also complete and self certify their own SPCC plan.  Below, you will find the links to the Tier I & II SPCC templates that are available for your use.   If you have any questions or need clarification on determining your appropriate Tier, our staff our available to assist you at (707) 543-3500 or you can email us at CUPA@SantaRosaFD.com
