Transit-Oriented
Redevelopment Project Area (TORPA)

The Transit-Oriented Redevelopment Project Area (TORPA) was adopted by City Council in 2004. This 11 acre redevelopment area is located in Santa Rosa's Historic Railroad Square District and is comprised of former rail yards and several warehouse-style buildings, some of which are historic properties.


TORPA's name derives from the anticipated introduction of a new passenger rail line with a station at the TORPA site.  The rail line took a giant step forward in 2008 when voters in Sonoma and Marin Counties approved a ¼ cent sales tax to fund a 70 mile line with 14 stops in Sonoma and Marin Counties.  Currently, a portion of the line – from Downtown San Rafael to Downtown Santa Rosa – is slated to be in service by late 2014.

Approximately half of the property in TORPA is owned by the
Sonoma Marin Area Rail Transit District (SMART), the public agency that is working to create the passenger rail service.  SMART has a development agreement with Railroad Square Associates, LLC, to develop the SMART parcels as part of an overall plan that includes two adjacent parcels owned by Santa Rosa Canners, LLC, (which has similar ownership as Railroad Square Associates) as a mixed-use, infill site.

When complete, the full New Railroad Square Project is envisioned to include market rate and affordable housing; retail and office commercial uses; a large plaza which would be linked to the bicycle/pedestrian path along Santa Rosa Creek and the shops at Historic Railroad Square; structured and surface parking; preservation of circa 1908 building walls from former canneries; and renovation of the old water tank which currently rests on the ground.

An existing building fronting on the south side of 6th Street, across from the CHOPS teen center, contains active uses including the 6th Street Playhouse.
