The City of Santa Rosa administers a Rehabilitation Loan Program which offers loans to eligible investor owners: 

• At least 70% of the project’s units must be occupied by low income households.  
• Up to $15,000 per rental unit
• 3% interest with a loan term of 15 years.  The interest rate is fixed at the prime rate if payments are deferred.
• Investor must agree to provide units at affordable rents over the term of the loan.
