Housing Allocation Plan
The purpose of the City's Housing Allocation Plan (HAP) is to enhance the public welfare and assure the compatibility between future housing development and the Housing Element of the Santa Rosa General Plan of the City through increasing the production of housing units affordable to households of lower income.
It is the purpose of HAP to meet the land use goal in the Santa Rosa General Plan, to provide a variety of housing types and residential environments in order to satisfy the needs of all segments of Santa Rosa's population, to maintain the varied neighborhoods traditionally associated with Santa Rosa, and to avoid the large areas of undifferentiated living environments and housing types that characterize many rapidly growing cities. It is also the City's purpose to meet the General Plan Housing Element goals, to encourage construction of new affordable housing that will help the City attain its fair share goals.
The HAP can be found in the City Code - Chapter 21-02 enacted in 1992 and last amended by Ordinance No. 3561 on May 14, 2002.
The Housing In-Lieu fee described in the HAP was amended by Resolution No. 25253, passed on May 28, 2002.
