David Gouin is the Director of Economic Development and Housing for the City of Santa Rosa.  He has a total of 24 years experience in economic development, redevelopment, affordable housing, and neighborhood revitalization programs.

Mr. Gouin received his Masters degree in Public Administration from Sonoma State University and his Bachelor’s from Central Michigan University.  He has participated as a board member of non-profit affordable housing development corporations, is an active member of the California Redevelopment Association, and currently serves as President of the Bennett Valley Union School District.

Mr. Gouin also serves as the Executive Director of Santa Rosa’s Housing Authority and Redevelopment Agency.  Dave and his team are credited with launching the City’s Phase II Economic Development Strategic Plan, expanding redevelopment to six project areas, forming the Santa Rosa Housing Trust, operating an award winning rental assistance program, and addressing blighting influences with the popular Neighborhood Revitalization Program.
