ELNOKA VILLAGE PROJECT
The 14.15-acre project site consists of three primary parcels located at 251 Elnoka Lane and portions of five other adjacent parcels (secondary parcels) that would be affected by the proposed project. The project proposes 209 attached multi-family residential units within three buildings (two-stories along highway frontage, three and four stories above grade starting approximately 600 feet from highway) and approximately 5000 square feet of neighborhood center uses, with vehicular access provided from Melita Road and Sonoma Highway. Approximately 30 percent of the residential units would provide affordable housing to low and moderate income families. The project includes Density Bonus, Major Subdivision, Conditional Use Permit, and Design Review applications.
The Planning Commissin of the City of Santa Rosa will consider certification of the Elnoka Village Final Environmental Impact Report on Thursday, October 14, 2010 at or after 4:00 p.m. in the City Council Chamber at City Hall. The Planning Commission's role is to determine whether the Final EIR has been completed in compliance with the California Environmental Quality Act (CEQA) and to make a recommendation to the City Council.
The Final EIR includes the Draft EIR plus the City's written responses to all comments received regarding the Draft EIR. A public hearing for the Draft EIR was previously held on January 14, 2010. The Final EIR will be considered by the Planning Commission as a report item, meaning that there will not be a second public hearing regarding the EIR. Those members of the public who wish to address the Commission regarding the Final EIR should do so at the beginning of the meeting during the "Public Appearances" portion of the agenda.
