Caroline Fowler, City Attorney
The City Attorney’s Office has a total staff of thirteen positions consisting of seven attorneys and six support staff. The City Attorney and the six Assistant City Attorneys provide essentially all of the City’s legal services with very limited use of outside counsel. The City Attorney’s Office initiates all legal actions on behalf of the City and defends the City and its departments from all claims and suits and reviews all contracts for the City and its staff. Each of the Assistant City Attorneys is assigned to primary areas of service such as the Police or Utilities Departments, civil litigation, employment and labor law, contracts, franchise and land use issues. Staff attorneys sit with the City Council, Planning Commission and Board of Public Utilities at their meetings, and provide legal advice to all other boards and commissions on an as-needed basis.
