Jeff was appointed as City Manager for the City of Santa Rosa on August 21, 2000. His career in local government began 33 years ago in Southern California in a part-time job while he attended California State University Long Beach where he received both a B.A. and an M.A. in Sociology.
Prior to joining Santa Rosa, Jeff was City Manager for the City of Pittsburg, California, and Deputy City Manager for the City of Santa Clarita, California.
His career has included several opportunities to be involved in unique local government projects and assignments, such as the Santa Clara River Recreation and Trail Master Plan, construction of the Pittsburg Civic Center and Public Safety Building, Santa Rosa’s Prince Memorial Greenway, and the formation of municipal gas and electric utilities. Jeff is President of the City Managers’ Department of the League of California Cities, a member of the Board of the California City Managers’ Foundation, and an International City/County Managers’ Association Credentialed Manager. He is a member of the Sonoma, Lake, Mendocino United Way Board of Directors, and he is an active Rotarian.
Santa Rosa was recently honored to be designated as an All America City by the National Civic League in recognition of the grass roots efforts to address key challenges in partnership with the community. Featured items were Santa Rosa’s Gang Task Force, the Measure O sales tax for police, fire, the Gang Intervention and Prevention Program, and the Santa Rosa Downtown Arts Programs. The City was also honored with a Helen Putnam Award from the League of California Cities for its innovative COPE citizens’ emergency preparedness initiative.
Jeff has been married to his wife, Patty, for 25 years, and he has two daughters, ages 22 and 19. His wife owns her own interior design business in Santa Rosa. One daughter is a graduate of Cal Poly San Luis Obispo and is working for Environmental Science Associates in Petaluma, CA. The other daughter is attending U.C. Santa Barbara.
Mr. Kolin is a believer in customer oriented local government services. He has built unique partnerships with nonprofits, citizens, and private business to meet the needs of communities in a rapidly changing environment.
