The American Recovery and Reinvestment Act
The American Recovery and Reinvestment Act (ARRA) was signed into law on Feb. 17, 2009, by President Barack Obama. It is intended to jumpstart the economy as the nation tries to recover from a global economic downturn. Money will flow from the Federal government to states, cities, non-profits and other agencies and organizations. Funding will come through many different processes and for a wide variety of goals and priorities. Many of these are competitive programs where we must compete with other cities and government organizations for the funding. In other cases, the City will receive a direct allocation of funds based on a formula.
Because the effects of the downturn are being felt locally here in Santa Rosa, the City of Santa Rosa will be pursuing various funding opportunities that will be available to assist our local economy. These include opportunities in areas ranging from transportation to housing to water to green energy. The Federal government has stressed that transparency and public involvement are vital parts of the stimulus process, and the City of Santa Rosa will focus on these aspects as we pursue stimulus funding. Application deadlines and other critical information from the Federal government on stimulus funding will likely become available sporadically, because different Federal agencies will be involved in administering their portion of the stimulus package.
