Oakmont Wastewater Treatment Plant Interim Operations Project

The City of Santa Rosa has prepared an Initial Study/Proposed Mitigated Negative Declaration for the Oakmont Wastewater Treatment Plant Interim Operations Project.  The Oakmont Wastewater Treatment Plant, located at 6200 Stone Bridge Road in the community of Oakmont, is typically operated seasonally between May and October, and provides recycled water to the Oakmont Golf Club for summer irrigation.  The Project would include non-operation of the Oakmont Wastewater Treatment Plant for at least three years starting in May 2012.  During this time, the City would continue to maintain the equipment, landscaping, and security features at the Oakmont Wastewater Treatment Plant, however, all Oakmont wastewater flows would be treated at the City’s Laguna Subregional Water Reuse Facility at 4300 Llano Road. 

Temporary non-operation of the Oakmont Wastewater Treatment Plant would eliminate the supply of recycled water used by the Oakmont Golf Club for summer irrigation.  The loss of a portion of the Oakmont Golf Club’s summer water supply may impact existing golf course operating conditions.  To mitigate potential environmental impacts, the City would fund water conservation improvements at the Oakmont Golf Club that would offset the current recycled water supply.  The water conservation improvements would be carried out by the Oakmont Golf Club and would include reducing golf course demand for irrigation water by modifying the existing landscaping, increasing golf course irrigation storage capacity, and upgrading the delivery of irrigation water.  While the water conservation improvements are being constructed, the City would provide water for three consecutive irrigation seasons for golf course irrigation. 

The water conservation improvements at the Oakmont Golf Club would be completed in two separate phases.  The first phase would include construction of improvements on the West Course, which would include grass conversions in select areas of the course, a new lake, and improvements to the existing irrigation system, which is estimated to take four to six months to complete.  This would be followed by the second phase, which would include improvements at the East Course, including grass conversions in select areas and improvements to the existing irrigation system, also estimated to take 4-6 months to complete. 

The Initial Study/Proposed Mitigated Negative Declaration will be available for public review.  Copies of the document will be available for review at:
• Oakmont Village Association offices at 6575 Oakmont Dr, Suite 7, Santa Rosa during the hours of 9 a.m. to 12 p.m. and 1 p.m. to 4 p.m. (Monday – Friday);
• Oakmont Golf Club Business office at 557 Oak Vista Court, Santa Rosa from 10 a.m. to 2 p.m. (Wednesdays and Thursdays);
• Downtown and Rincon Valley branches of the Library;
• Laguna Treatment Plant Administrative Building during the normal working hours of 8 a.m. to 5 p.m.  The Laguna Plant is located at 4300 Llano Road, Santa Rosa; and
• An electronic version will be available on the City’s website at:

The public review period will extend from November 23, 2011 to December 28, 2011.  After the review period closes, a public meeting will be scheduled before the Board of Public Utilities to consider a recommendation to the City Council regarding adoption of the Mitigated Negative Declaration, approval of the project, and approval of an agreement between the City and the Oakmont Golf Club.  This meeting is tentatively scheduled for February 2, 2012 at 1:30 p.m. in the Santa Rosa Council Chamber at City Hall (100 Santa Rosa Avenue, Santa Rosa). 

A second public meeting will then be scheduled before the City Council to consider adoption of the document and approval of the project and agreement.  This meeting is tentatively scheduled for February 7, 2012 at 4:00 p.m. in the Santa Rosa Council Chamber at City Hall (100 Santa Rosa Avenue, Santa Rosa).  We encourage you to check the Board of Public Utilities and City Council websites to confirm the date and time of the meetings at the following website addresses:
